The Republic of Moldova has received financing from the World Bank Group toward the cost of the Strengthening Moldova’s Disaster Risk Management and Climate Resilience Project, and intends to apply part of the proceeds for contracting a National Consultant for provision of consulting services on development of the national methodology for seismic and disaster risk maps of residential and public buildings.
The assignment of the consultant will consist of following main objectives:
- review legislative and normative requirements in the fields of earthquake engineering, structural engineering and seismology, detailed analysis of the current state in the field of seismic risk in the Republic of Moldova, including concerning seismic site classification and spatial mapping;
- development of the detailed work plan for the implementation of all component 3.1 activities for the entire period of the Project implementation, that outlines the timing and sequence of activities;
- identifying Ministry of Infrastructure and Regional Development’s (MIRD) needs for purchases of goods and services for the procurement plan, which shall include schedule and deadlines for the procurements, categorized by types of goods and services and indicative prices and costs; elaboration inputs for the MIRD’s forecasted annual investment plans;
- elaboration of the requirements, technical specifications, and terms of references of the goods and services to be purchased for the component 3.1, all being coordinated preventively with the MIRD and OEAPM/PIU;
- providing support to MIRD and OEAPM/PIU in preparing needed progress reports;
- collaborate with the MIRD, OEAPM/PIU and other interested parties to successfully implement the objectives and activities of the component 3.1 (responsible work team of the MIRD and other stakeholders, technical experts, representatives of supervisors, environmental and monitoring entities).
The assignment is expected to start in December 2025, or another date agreed with the MIRD and OEAPM/PIU. The service contract will be a lumpsum contract signed by Consultant with MIRD in coordination with OEAPM/PIU. Duration of the signed contract is 12 months.

The PI Office for External Assistance Programs Management, as PIU of the Project, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- Bachelor and Master's degree in civil engineering;
- At least 10 years of demonstrated in-depth knowledge and practical experience in development of normative and regulatory acts and documents in the field of seismic design;
- Legal knowledge and experience with Republic of Moldova’s relevant legislative framework;
- Advanced experience in research in the field of seismic risk reduction concerning buildings and edifices, including in international practices;
- Work experience in international projects of at least 2 years;
- Advanced analytical ability;
- Exemplary organizational skills and ability to work with minimum supervision;
- Good communication skills, keeping MIRD aware and informed at all times;
- Experience in working with stakeholders and government entities;
- Ability to work in a team and perform complex tasks;
- Fluency in Romanian language;
- Fluency in English language is an advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers - PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services, dated September 2023 (hereinafter referred to as “the Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the World Bank Procurement Framework.

TERMS OF REFERENCE
for provision of consulting services on development of the national methodology for seismic and disaster risk maps of residential and public buildings
- General information
The Government of the Republic of Moldova is implementing the World Bank funded Project "Straightening Moldova’s Disaster Risk Management and Resilience", that aims to enhance Moldova’s preparedness and response to natural hazards and climate-related shocks, and in case of crisis or emergency, respond promptly and effectively to it. The Project includes 5 Component parts, of which component 3.1 “Policy, Regulatory, and Feasibility Study Support to Reduce Seismic Risk” is implemented by the Ministry of Infrastructure and Regional Development (MIRD).
The component 3.1 of the Project will provide technical assistance to MIRD to develop:
- technical requirements for seismic design and retrofitting to comply with normative requirements of the EU building codes;
- a National Methodology for Seismic and Disaster Risk Maps of residential housing and public buildings thereby advancing a unified approach for seismic risk assessment of buildings;
- a methodology for rapid visual screening of buildings based on basic characteristics related to seismic vulnerability, seismic hazard, and exposure, including the development of a mobile application to pilot screening in targeted areas;
- a set of recommendations to incentivize integrated interventions for seismic retrofitting and energy efficiency retrofits;
- the specific requirements for seismic retrofitting of selected public buildings and feasibility studies on seismic retrofitting of buildings and related environmental and social instruments, incorporating climate resilience measures.
The Ministry of Infrastructure and Regional Development (MIRD) is the beneficiary and the Client of all consulting services within component 3.1 of the Project.
The P.I. “Office of External Assistance Programs Management” (OEAPM), founded by the Ministry of Finance, has the role of the Project Implementation Unit (PIU) in the Project.
The obligations and tasks of MIRD and OEAPM/PIU in the Project are established in the Implementation Agreement no. 3 of May 23, 2023, concluded between the Ministry of Finance, MIRD and OEAPM.
In this context, the MIRD, through OEAPM/PIU, intends to hire a National Consultant, individual person, who will provide consulting services for the preparation, organizing and implementation of the activities for the purpose of the component 3.1, including drafting the terms of reference (TORs) for provided activities and technical specifications for needed procurements.
- Objectives of the consultancy
The assignment of the consultant will consist of following main objectives:

- Scope of Work and Activities
- The Consultant shall prepare an Inception Report, including a proposed work plan for all 3.1 component activities, implementation schedule, a brief quality assurance plan outlining internal review procedures and responsibilities, and outlining data and information needs, sources and limitations for undertaking the assignment.
- Support development/drafting of TORs and/ or technical specifications for all goods and services to be procured under 3.1 component, including consulting services;
- Development analysis of the current situation regarding seismic risk to existing buildings, including institutional and stakeholder analysis;
- Inputs into the development of suggested amendments to existing and new regulations for seismic and energy efficiency regulation;
The Consultant, in performing the tasks, will rely on all available data (MIRD relevant documents; strategies, policies, all statistical data; good practices adapted to the conditions of the Republic of Moldova). For all tasks listed, the Consultant will collaborate closely with the MIRD, OEAPM/PIU and other interested government entities.

Reports shall be submitted in English and Romanian languages and shall present in details the scope of work. Copies of the final versions of all reports and deliverables should be confirmed by MIRD as acceptable and presented to OEAPM/PIU for payment arrangements of rendered consulting services.
All deliverables including documents, information, work files, databases, tables, and related systems automation data shall also be provided to MIRD.
Electronic data formats shall be compatible with the latest versions of Microsoft Office Suite and any other data formats acceptable to MIRD and OEAPM/PIU.
6. Duration and Conditions of the Contract
The assignment is expected to start in December 2025, or another date agreed with the MIRD and OEAPM/PIU. The service contract will be a lumpsum contract signed by Consultant with MIRD in coordination with OEAPM/PIU. Duration of the signed contract is 12 months.
The consultant can work both at MIRD premises and remotely. The activities may include physical and online meetings as needed.
At all times, the consultant will use with due diligence all MIRD’s office resources and equipment, to avoid any potential incidents or accidents in her/ his activity.
