Program Officer - Consultant
Project Description:
International Foundation of Electoral Systems (FES) is launching activities under the Moldova Electoral Support Project. This project is funded by the UK International Development from the UK government. Under the project, IFES supports election management actors in Moldova in building on the country’s democratic reforms, preparing for upcoming parliamentary elections, and strengthening responses to crises and threats.
Primary Function/Purpose:
The Program Officer Consultant (PO Consultant) is responsible for organizing and administering IFES Moldova program activities in Moldova, liaising with IFES Moldova partners and consultants, and preparing reports and other program documents and communications. The PO Consultant works closely with the Country Director and other IFES Moldova staff to implement program activities and ensure that they are targeted, effective, and executed at a high quality, and works with finance and administrative staff to support these efforts.
This position is for local Moldovan Citizens with a duration of 6 months. PO Consultant must be available to work in Chisinau, Moldova, full-time, and must have residency status and the right to work in Moldova. This position is expected to begin around June 2025.
Job Responsibilities:
- Support and coordinate implementation of program activities under the direction of the Country Director and in line with approved project proposal, budget, work plan, and performance monitoring plans.
- Undertake daily coordination and organization of the project activities, including coordinating the operational, administrative and logistics-related tasks with respective staff and partners, ensuring efficient use of resources and in line with IFES policies, rules and procedures.
- Build and maintain positive working relations with IFES Moldova and HQ staff, partners, and other stakeholders.
- Support organizing meetings, conferences, workshops, and training activities for IFES staff and international consultants, stakeholders, and partners.
- Support management of subaward recipients and contractors, including via delivery chain mapping, maintaining relationships, and monitoring their activities and results.
- Draft quarterly reports and contribute to IFES reporting in general, including informational emails, annual work plans, operational reports, publications, materials, donor reporting, and other reports.
- Draft, review, and provide input to IFES’ program materials, internal communications, and external communications.
- Conduct reviews and edits on written documents, comments, and reports produced in-house.
- Provide monitoring and evaluation support for all IFES program activities in line with the project's logical framework document. Support the collection of evidence for achieved results and project outcomes.
- Ensure regular and timely monitoring and evaluation of activities under the direction of the Country Director and in cooperation with IFES Moldova and HQ staff.
- Ensure branding, marking, and reporting expectations are well planned and met.
- Contribute to the strategic design, development, and expansion of IFES Moldova’s initiatives and activities.
- Stay up to date regarding important developments and trends related to IFES partners and key program areas.
- Maintain filing systems and ensure proper record keeping.
- Other duties as assigned.
Education:
Undergraduate degree in political science, international relations, or related field. Master's degree is preferred.
Experience:
3+ years' total professional experience in designing, implementing or monitoring of the projects, with 1+ years' experience working on program administration and management at an international/foreign NGO, organization, or business. Experience with a Moldovan or international NGO/non-profit organization is a plus.
Related Skills or Knowledge:
- Strong attention to detail, and ability to prioritize tasks and meet deadlines required;
- Ability to manage processes and complete tasks without supervision;
- Excellent communication skills in order to be able to work with IFES program and administrative staff to identify and resolve issues;
- Willingness to adhere to all principles of confidentiality;
- Must value operating in a collaborative and cooperative environment;
- Ability to show initiative, good judgment, and resourcefulness;
- Knowledge of Moldovan politics, political system, government, and/or electoral system;
- Knowledge of Moldovan civil society, especially NGOs work in democracy and governance;
- Familiarity with donor regulations and requirements preferred.
Language Skills:
Professional working proficiency in Romanian and English (written and spoken) is required. Professional working proficiency in Russian is an asset.
