ABOUT THE PROJECT
The project “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova: phase II” (hereafter - “the project”) is being implemented under the Council of Europe Action Plan for the Republic of Moldova 2025-2028. The overall purpose of the project is to enhance the protection of refugees, asylum seekers, and migrants in the Republic of Moldova by improving the capacities of the Moldovan authorities. This is to be done by a) developing more effective and human rights-based migration, asylum, and reception systems in the long term and b) provision of tailored support to the country in addressing the needs of refugees, asylum seekers, and migrants. The project is built on the developments and results of the previous action “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova” (2022-2024).
YOUR ROLE
As a Project Manager you will:
- ensure the planning, organisation, implementation, and follow up of project activities in accordance with the project workplan, under supervision of the Project Coordinator in the Council of Europe headquarters (HQ) and in co-operation with local partners and stakeholders;
- manage, coach and coordinate a team of project staff;
- supervise and coordinate the work of project consultants, ensuring quality control of their contributions;
- supervise the negotiation and conclusion of contracts with suppliers, consultants, and other relevant parties;
- ensure budgetary follow-up of all project expenditures in accordance with Council of Europe regulations and procedures (in coordination with financial assistants of the Council of Europe Office in Chisinau);
- establish and maintain contacts with counterparts, donors, partners and other relevant stakeholders in view of co-operation and synergies;
- ensure regular updates to the management of the Council of Europe Office in Chisinau about the implementation of the project and coordinate your work within the broader framework of the overall activities of the Council of Europe Office in Chisinau;
- prepare planning and reporting project documentation, and other contributions related to project implementation, such as briefings, speeches, and information notes;
- follow up on developments, risks, and opportunities relevant to project implementation and provide advice to the management of the Council of Europe Office in Chisinau and Project Coordinator in HQ;
- provide content-related expertise and organisational assistance when carrying out tasks and missions in the field or in HQ;
- ensure visibility of project activities
- undertake official journeys in connection with your duties;
- perform any other task related to the implementation of the project as requested;
- promote Council of Europe values internally and externally.
WHAT WE ARE LOOKING FOR
- hold a higher education degree or qualification in law, international relations, social sciences or related fields;
- have a minimum of 5 years of relevant professional experience related to human rights monitoring; human rights protection; provision of services to vulnerable groups of population; displaced population, migrants or refugees and at least three years’ experience of working in international organisation or public service;
- have an excellent knowledge of Romanian (mother tongue level) and a very good knowledge of one of the two Council of Europe’s official languages (English);
- be a citizen of the host country or one of the 46 member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.

- knowledge of international or European standards in the context of migration along with knowledge of Moldova’s human rights and institutional framework in the area of migrants and refugee protection;

- experience of implementing or managing of technical co-operation projects in the area of human rights.

If successful, you may be offered employment based on temporary contracts at grade Employment is limited to 31 December 2025 and may be extended. You will receive a basic monthly gross salary of € 3406,05 which is exempt from national income tax. This salary may be supplemented by other allowances depending on your personal situation. You will be affiliated to a pension scheme and social and medical insurance. You will also benefit from 32 working days leave per year and other advantages (including flexible working hours, training and development, possibility of teleworking, etc.).
This recruitment procedure is carried out in accordance with Rule No. 1234 laying down the conditions of recruitment and employment of locally recruited staff members working in Council of Europe Duty Stations located outside of France.
