For our Moldova country office, we are looking for a motivated and highly qualified individual to be our next:
Project Officer, Crisis Management (100%)
Unit: Europe and Central Asia Division
Location: Chisinau, Moldova
Place of Work: DCAF Office, Chisinau
Starting date: March-April 2025
Duration: 12-month fixed-term contract with the possibility of extension
Your Role
Under the supervision of the Geneva-based programme manager and the Head of Office in Chisinau, the incumbent will support DCAF in the implementation of the programme “Strengthening Security Sector Governance in Moldova” (SSGM).
Overall tasks and responsibilities:
- Coordinate the work of DCAF on crisis management, disaster risk management, and civil protection, and contribute to the design and implementation of project activities;
- Coordinate the work of DCAF with the Swedish Civil Contingencies Agency (MSB);
- Coordinate the work of DCAF and MSB with the General Inspectorate for Emergency Situations of Moldova and other government agencies within the Moldovan crisis management system;
- Assist DCAF and MSB in providing up-to-date knowledge and expertise regarding Moldova’s crisis management system;
- Establish communication channels and maintain good work relations with national and international stakeholders working on crisis management and civil protection topics in Moldova, and relevant to the implementation of the SSGM project;
- Assist in the preparation of activities organised in Chisinau, in coordination with the project team and MSB staff;
- Contribute to different aspects of project management and administration, including the preparation of supporting documents, after-action reviews, evaluation systems, and evaluation reports;
- Perform any other duties assigned to him/her by the line manager for the implementation of DCAF activities in Moldova.
Your Experience:
- University degree in a relevant field such as crisis management, international relations, political science, security studies, law, human rights, development, public administration, or related field;
- 3-5 years of relevant work experience, ideally in the crisis management and civil protection sector;
- Prior experience working with national institutions, including the General Inspectorate for Emergency Situations, is desirable;
- Knowledge of government institutions and policy developments in Moldova is an asset;
- Prior experience in working in an international environment, including with international bilateral partners and multilateral organisations, is an asset;
- Prior experience in assisting project management, including the organisation of workshops and training activities, is an asset;
- Experience in data collection and analysis is an asset;
- Experience in results-based project management is an asset.
Additional requirements:
- Moldovan citizenship/valid residency at the time of application;
- Fluency in Romanian and in English, both written and spoken;
- Strong organisational skills with an ability to work independently and deliver results within the given deadlines;
- Excellent communication skills (oral and written);
- High attention to detail;
- Advanced user of Microsoft Office tools.
