Call for IT Consultant (Individual or Company) for Hate Crimes Data Collection Assessment



Millennium Partners, a U.S.-based international consulting company, is implementing the Addressing Hate-based Crimes Project (AHC) in Moldova. This project aims to tackle discrimination and hate-based crimes by empowering civil society and improving institutional responses to these issues. To support this effort, Millennium Partners seeks an IT consultant (individual or company) to conduct a detailed Hate Crimes Data Collection Assessment.

Project Overview:

Hate crimes in Moldova are often underreported due to a lack of confidence in the authorities' ability to address them, along with significant gaps in the legal and technical frameworks for hate crimes data collection. While various IT systems exist within Moldova’s legal and justice sectors, their potential for data exchange regarding hate crimes remains largely untapped.

Assignment Objectives:

The IT consultant will focus on improving the reporting, collection, and exchange of hate crimes data among state institutions, civil society organizations (CSOs), and other key stakeholders. The assessment will aim to identify gaps in the current systems and propose international best practices and solutions for an interoperable, efficient, and secure data collection system. A special focus will be on exploring the feasibility of developing Hate Crimes Reporting Apps for direct victim reporting while addressing privacy concerns and empowering marginalized groups.

Important Note: The IT consultant will work on the assessment in collaboration with a legal consultant (already selected) and the final report will represent a collaborative effort.

Scope of Work:

The consultant will be responsible for:

  1. Assessing Current Data Collection Systems
    • Analyze existing IT systems used by institutions such as the Ministry of Interior, the Office of the Prosecutor General, and the courts.
    • Evaluate the technical and legal frameworks for hate crimes data reporting, collection, and exchange.
    • Identify opportunities for IT system enhancements to facilitate more efficient data sharing.
    • Explore the feasibility of developing mobile apps for hate crimes reporting, assessing privacy and data protection implications.
    • Review international best practices and tools for hate crimes data collection.
  2. Developing Recommendations
    • Propose IT-based solutions to improve automatic data collection and exchange.
    • Suggest legal and technical interventions to address gaps in current systems.
    • Provide recommendations for implementing Hate Crimes Reporting Apps to empower victims.
  3. Stakeholder Engagement
    • Conduct consultations with state institutions, CSOs, and other relevant players to gather insights and address challenges.
    • Review foreign experiences and identify best practices for Moldova’s context.
  4. Deliverables
    • A comprehensive Assessment Report in Romanian, detailing:
      • Current data collection systems.
      • Opportunities for system enhancements and development of reporting apps.
      • Recommendations for legal and technical improvements.
      • Analysis of international best practices.

Timeline: The assignment is expected to last 15 working days.
