ENEMO's EOM for the Presidential Elections in Moldova scheduled for 20 October 2024 is seeking local legal expert to support the Core Team in its Chișinău based office: 

Expected starting date of employment: October 2024

Expected duration of the employment: up to 1 month

Location: Chișinău

Terms of Reference

Local Legal Expert

Responsible to: Head of Mission and respective Core Team member

Job summary: Local Legal Expert provides expertise on election legislation and regulations and monitors election-related disputes, complaints, court cases.

Main duties:

• Provides legal advice to EOM personnel;
• Prepares official documents for correspondence with the authorities and the election administration;
• Examines election legislation and regulations;
• Monitors election-related disputes, complaints, court cases;
• Participates in EOM staff meetings;
• Participate in conducting briefings for LTOs and STOs (if the STO briefings are not to be conducted in the AoRs);
• Participate in developing reporting forms for LTOs.

 Requirements:

• BA degree in law;
• work experience in at least 2 elections in their own country;
• Good interpersonal skills;
• Good computer skills;
• Excellent knowledge of the language of the host country;
• Good knowledge of English language;
• Ability to work with irregular working hours.

 Preferred but not obligatory:

• Experience with working at international election observation missions (ENEMO, OSCE or other).
