 Dexis Consulting Group seeks qualified Moldovan nationals for the following short term technical assistance to the Ministry of Justice of the Republic of Moldova, as defined below.

 Background:  The purpose of JARA is to support the Moldovan Government’s efforts to implement justice reform and promote its anti-corruption commitments. Support will contribute to the establishment and operation of a mini-secretariat to monitor the implementation of the Justice Development Strategy for years 2022-2025 (hereinafter referred to as the Justice Strategy) and its corresponding Plan; pursue implementation of specific activities from the Justice Strategy and Plan, including targeted assistance for the extraordinary evaluation of judges and prosecutors; and advance anti-corruption reform through implementation of specific commitments. JARA planning is driven by four primary objectives which are:  1) Support the establishment of a short-term mini-secretariat to monitor implementation of the 2022-2025 Justice Strategy and its corresponding Action Plan; 2) Support in training judges on specialized financial topics, as well as complementary support for the vetting process; 3) Legislative and analytical expertise to the main anti-corruption institutions - the National Anticorruption Center (NAC) and the Anti-Corruption Prosecutor’s Office (APO); and 4) Raising awareness and strengthening visibility of anti-corruption efforts among the general public through civil society.

 Assignment: In the framework of this assignment, the National Monitoring and Reporting Expert will provide support to the Ministry of Justice’s (MOJ) Division on Coordination of Public Policies monitoring the implementation of 2022-2025 Strategy for Ensuring the Independence and Integrity of Justice Sector (SEIJS), its accompanying Action Plan and the EU acquis compliance process. The expert will contribute to reaching the following objectives: 1) determining the level of implementation of SEIJS’s specific intervention areas; 2) identifying causes that lead to insufficient implementation and providing viable exit solutions; drafting recommendations in order to ensure adequate implementation of actions/activities under the Strategy and Action Plan; 3) dissemination of information on the progress of Strategy and Action Plan implementation. In coordination MOJ and the SEIJS’s Mini-Secretariat, the Expert will be responsible for researching, collecting, analyzing, and synthesizing data and information requested/received by MOJ from all the justice sector institutions responsible for the implementation of actions for 2024/2025, according to the SEIJS Monitoring Regulations and Mechanism, instituted by the Order of the Minister of Justice No 144 of June 8, 2022. The Consultant will also contribute to compiling and drafting monitoring and progress reports, following the Strategy’s Monitoring Regulations and Mechanism.       

 Tasks and Activities: 

  • Collect, analyze, and synthesize data and information requested/received by MOJ from the justice sector institutions responsible for the implementation of SEIJS’s actions for 2023-2024.
  • Produce monitoring reports, informative notes, briefing papers and memoranda on the status and progress of SEIJS’s implementation.
  • Assist the MOJ’s Division on Coordination of Public Policies and other MOJ executive staff on organizing the meetings of the SEIJS’s Monitoring Mechanism group members as well as other relevant agencies.
  • Support the MOJ’s Division on Coordination of Public Policies and other MOJ executive staff on SEIJS’s implementation ad-hoc taskings and requests.

Minimum Requirements:

The Consultant will meet the following criteria:

  • An advanced university degree in law, public administration. Those with initial and advanced degrees in the above noted subjects will be given preference. A university degree with additional professional experience in lieu of the advanced university degree may be considered.
  • At least 3 years of experience within justice sector institutions, public administration, or non-governmental area with the focus on designing and implementing public policies, data collection, analysis, and reporting.
  • Strong skills in data and information gathering, analysis, synthesis, and reporting.
  • Knowledge of Microsoft Office applications.
  • Ability to meet deadlines and deliver on ad-hoc inquiries.
  • Fluency in Romanian. Knowledge of English will be a strong advantage.

Supervision: The Expert will report to the Task Order Lead and/or his/her designee.

 Level of Effort: The initial anticipated level of effort of this consultancy is the equivalent of 80 working days – anticipated as 30 hours per week from the day of contract signing through May 31, 2025. Exact working days to be determined in coordination with the Ministry of Justice. The total level of effort of this consultancy may be supplemented with additional workings days, should consultancy services be needed beyond the initial period, if requested by the MOJ and approved by USAID.

Location and Period of Assignment: Chisinau. Moldova. The Consultant will carry out the work in accordance with the number of days listed above. The estimated period of performance is from date of contract signing until approved working days are exhausted. 

Reporting:  The working languages will be Romanian and English. Reporting to Dexis will be in English while reports required by the MOJ will be in the language directed and based on individual requirements.
