USAID Funded Effective Justice Programs

Dexis Consulting Group, an international development firm based in the United States with a branch in Moldova, is seeking qualified Moldovan nationals as candidates for a Monitoring and Evaluation Specialist to support its USAID funded activities within its Effective Justice IDIQ Task Orders.

Initial Period of Work: Date of Hire – January 2027 

Work Environment: Hybrid (time split between Chisinau office, travel within Moldova, and Moldova based work from home)

Reporting: Task Order Leadership 

The Monitoring and Evaluation Specialist will be required to successfully complete the following tasks and responsibilities under the USAID funded Effective Justice IDIQ Task Orders:

  • In cooperation with the technical teams and Task Order leadership, develop, maintain, and modify as needed the M&E plans for the Projects, including the development of the Projects’ indicators.   
  • Develop, implement, and manage the Projects’ M&E procedures, including the development of monitoring and evaluation tools.   
  • Collect, analyze, and report data in accordance with the M&E Plans of the Projects.  
  • Report, on a quarterly basis, on assigned indicators and when, or if, requested enter the indicators and results in USAID’s Development Information System (DIS).  
  • In cooperation with the Projects’ technical teams and leadership, draft M&E narrative reports, and other monitoring and evaluation documents upon request.  
  • In cooperation with the Projects’ technical teams and leadership, draft key findings, analysis, recommendations, and lessons learned for the Effective Justice IDIQ field and home office teams’ use.  
  • Perform all other duties as assigned.   

Note: From time to time, the Monitoring and Evaluation Specialist may be called upon to back up the Effective Justice Grants Specialist to support the successful completion of activities within Task Orders 1 (MCI) and 3 (JARA).   

Minimum Qualifications: 

  • University Diploma in statistics, economics, project management, or a related field.
  • Three years of experience in monitoring and evaluation of projects.
  • Previous experience with M&E and DIS will be considered an advantage.
  • Prior experience working with donor-funded projects and in supporting donor-funded grants, direct experience with USAID funded programs will be a strong advantage.
  • Ability to work independently under minimum supervision and efficiently coordinate several ongoing tasks.
  • Ability to work under pressure with a positive attitude, as a part of the project team.
  • Advanced competency in using Microsoft Office (Word, Excel, and PowerPoint).
  • Excellent report writing and presentation skills.
  • Fluency in oral and written English and Romanian. Those also fluent in Russian will be given preference. 

Note: Educational requirements can be substituted with long-term practical experience which exceeds more than 7 years of related full-time work.
