Background:

Dexis Moldova Branch implements various justice sector support programs which include, but may not be limited, to the USAID funded Justice and Anti-Corruption Reform Activity (JARA). Dexis seeks to establish a pool of national experts able to provide ad-hoc short-, mid-, and long-term support to many of its key beneficiary agencies.  Experts should be able to provide support in any of the following primary and secondary topics: Anti-Corruption:  Legislative Analysis and Drafting, Conducting and Managing Risk Assessment of Draft Legislation, Anti-Corruption Prevention Activities and Education for State Institutions, Protections, Civil Asset Forfeiture, Gift Regulation for Public Officials, Public Procurement / Public Audit Law, Reforming Access to Information Legislation, Political Party Finance Law, Lobbying Regulation, Media Ownership Law, Asset Reporting and Tracking Capacity, Registries of Beneficial Owners, Fair-Trade Standards. Organizational Development: Communication and outreach, teambuilding building, donor mapping/coordination, project management, policy drafting, standard operating procedure drafting, process mapping and adjustments. Experts included in the pool will be tasked by way of individual assignments communicated through email and each assignment will include a listing of required deliverables and related deadlines along with the contact details for the primary contact in the support Moldovan entity.

Dexis seeks to identify, select and contract a National Communication and Outreach Consultant for the Superior Council of Magistracy of the Republic of Moldova (SCM) in the national experts’ pool under the following working parameters.

Tasks and activities: 

The assignment will include the following list of tasks:   

  • Analyze SCM’s existing communication and outreach mechanism with the public, media, civil society organizations, and advise the SCM members and relevant staff on improving the institution’s communication and outreach mechanism.
  • Assist the SCM members and relevant staff in increasing the level of transparency and in developing ways of collaborating with civil society and media institutions (creating partnerships) to raise the level of public awareness and confidence in relation to SCM’s mandate and activities.
  • Provide expert advice on public messaging, media communication and outreach via developing SCM’s mandate tailored public messages delivered through social media, dedicated TV shows, and press conferences.
  • Develop SCM’s internal communication and outreach procedures and guidelines and conduct mentoring /coaching sessions on public speaking, communication, and media appearances.
  • Support the SCM and relevant staff with the development, planning and implementation of long-term institutional communication and outreach cadre.
  • Perform other work-related duties as requested by the SCM.

Minimum Requirements and qualifications:

The Consultant shall meet the following criteria:

  • A university degree in public communications, journalism, or a closely related field.
  • At least 5 years of experience in communication and outreach services.
  • Experience in developing diverse types of communication content for a wide array of audiences.
  • Excellent writing, editing, and proofreading skills, where factual accuracy and consistency of information is essential.
  • Ability to express complicated terminology in easy-to-understand messages.
  • Experience with event planning and management.
  • Strong interpersonal and team-player skills are required.
  • A native Romanian language speaker. Knowledge of English would be an advantage.
  • Experience in interacting with media in Moldova would be an advantage.
  • Previous experience working with judiciary in Moldova would be an advantage.

Supervision: The Expert will report to the Task Order Lead and/or his/her designee.

 Level of Effort: The initial anticipated level of effort of this consultancy is equivalent of 60 working days –up to 4 days per work week, with maximum of 8 hours per day from the date of contract signing through December 31, 2024. The total level of effort and period of performance may be extended, should the consultancy services be needed beyond the initial period, if requested by SCM and approved by USAID.

Logistics, Timing and Place of work: Physical presence at the SCM premises and remote (home based) work with meetings in Chisinau, Republic of Moldova. The work plan of any assignment will be designed (and potentially reviewed/adjusted) in collaboration with the Dexis/JARA.

Reporting:  The working languages will be Romanian and English. Reporting to Dexis will be in English while reports required by the SCM will be in the language directed and based on individual requirements.
