The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) encompass assisting the National Qualification Framework (NQF) Department in implementing the provisions of the National Qualification Framework, as well as providing support to MoECR's NQF Department for the self-certification of the NQF.

This is a full-time assignment (subject to 8 hours per day) expected to begin in August 2024. The contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed, not exceeding the closing date of the Project on December 31, 2025.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum qualifications requirements:

• Master degree in education, social sciences or related area;
• At least 5 years of experience in the Higher Education Area.

• Extensive experience in the development of the National Qualifications Framework and qualification standards, in the elaboration of the normative-regulatory framework in the field of higher professional education and training, the curriculum of the study programs in higher education, of the quality management of the training process in higher education;
• Experience in international cooperation projects, preferably in the development of NQF and qualifications in higher education, in the development and implementation of the normative framework for ensuring the quality of education and vocational training in higher education;
• Working experience in higher education system policies will be an advantage;
• Strong computer skills, specifically with MS Office, and ability to master other software quickly;
• Flexibility and good analytical skills;
• Very good teamwork skills;
• Excellent knowledge in Romanian (both written and oral) and ability to develop documents in English.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
