Fundația Centrul Moldo-Elvețian pentru Cooperare SKAT (SKAT Moldova) is the implementing entity in the Republic of Moldova of donor-funded projects of SKAT Consulting Ltd., a Swiss consulting firm.

Currently, SKAT implements in Moldova two large projects in the area of local government reform (Swiss-financed) and Water and Sanitation Services in rural areas (Austrian-financed). Related to these large projects which have a duration of 4 and more years each, there is one smaller contract (Energy Efficiency in rural areas, until December 2024) and we expect the commencement of another project in the III. quarter of 2024.

SKAT Moldova is looking to recruit an additional Finance and Administration manager for its projects. The position will initially be assigned to the smaller contract (ongoing - until December 2024). With the commencement of the expected new contract, this position will be assigned to this new project.
The Finance and Office Manager will be responsible for payment operations, financial reports, compliance with SKAT rules and procedures and also some other administrative duties. The position will report to the respective project coordinator (local / Switzerland-based). Oversight for financial reporting and compliance with Moldovan and SKAT requirements will be executed by the Chief Accountant / Finance and Administration Manager of SKAT Moldova. The position is best suited for initial part-time (ca. 50%) and then  80..100% employment.

Tasks and Responsibilities:

  • Preparation and maintenance of all necessary financial records and reports, accounts payable, accounts receivable, accurate inventory of all the assets; ensure that the purchasing of office materials, supplies and office equipment are conducted in accordance with internal policies and procedures.
  • Prepare and present annual financial statements on request, contract yearly financial audits and provide all necessary information to auditors. 
  • Review and approve all contracts regarding the correctness, completeness, and legality of clauses regarding payments and payment conditions. 
  • Ensure all project-related HR tasks: keeping the vacation and holidays schedule, preparing HR-related orders, drafting employment contracts and additional agreements, keeping staff time sheets. (project teams of 3 to 5 staff for each project)
  • Responsible for managing office services by ensuring that office operations and procedures are organized; correspondence is registered and sent; filing system is maintained and up to date; stationary stock is reviewed, acting as contact person when required et al.
  • Responsible for keeping the project related accounting records using specialized accounting software for NGOs 1C, v.8 (Business Logic).

Requirements:

  • Relevant higher education (accounting, finance);
  • At least 5 years of relevant professional experience;
  • At least 3 years of experience in donor-financed projects or NGO;
  • Working experience in 1C accounting software specialized for NGOs;
  • Fluent Romanian, good English language skills;
  • Accuracy and attention to detail, Problem-solver attitude, integrity and willingness to accept responsibility;
