Scope of Work
Position: Institutional Strengthening Team Lead
(To support the modernization and digitalization of public systems).
Location: Chisinau, Moldova
Period: July 2024 – April 2027

Project Background
The USAID Moldova Institutional and Structural Reforms Activity (MISRA) seeks to support Moldova’s economic recovery by advancing the Government’s economic action plan, strengthen public economic governance institutions, streamline and digitalize government processes, improve the trade and investment-enabling environment, and accelerate financial sector reforms and inclusion. These activities include active engagement with government counterparts, local businesses and organizations, and the financial sector to facilitate public-private dialogue and strategic communications.
The main objective of MISRA’s Institutional Strengthening is to:
- Support modernization and rethinking of business and citizen-centered public services by streamlining processes and incorporating digital tools into public systems.
- Creating a regulatory and operational environment favorable to the development and growth of businesses and service delivery in virtual environments.
- Stimulating the development of Moldova’s digital economy.
Roles and Responsibilities
The Institutional Strengthening Team Lead (Team Lead) will be responsible for, but not limited to, the following:
- Design and oversee activities supporting increased efficiency and performance of key economic governance institutions, namely through identification of priority government partners and digitalization reforms, streamlined processes, improved data governance, and appropriate IT solutions.
- Support government transparency, accountability, access to information, and improved public services, including through enhanced institutional capacities, inter- and intra-agency coordination, integration of government digital systems, improved data sharing, and coordination with the private sector.
- Coordinate closely with all project staff as a team in support of digitalization, structural reforms, financial sector reforms and inclusion, and strategic communications.
- Present, coordinate, and liaise on institutional strengthening activities with multiple government institutions, private sector stakeholders, and other reform projects, development partners, and donors.
- Plan, mobilize, and supervise staff and consultants, and manage project resources to deliver on project objectives, including through procurements and grants.
- Contribute to monitoring and reporting of project achievements.
- Other duties consistent with this scope of work.
Skills and Qualifications
- Master’s degree in Management, Business Administration, Public Administration, Economics, Law, Information Technology, or a related field.
- Minimum of seven years of professional experience in working with public economic governance institutions in improving public services, streamlining processes, digitalization or comparable experience relevant to this position.
- Demonstrated capacity to interact effectively and convene multiple stakeholders, including government leaders, local businesses and organizations, civil society, universities, and other projects and donors.
- Strong computer and organizational skills
- Excellent interpersonal and teamwork skills.
- Fluency in English and Romanian, written and spoken.Moldovan citizenship required.
- Experience working with USAID and/or other international donors in Moldova preferred.
Supervisory Responsibilities and Reporting:
The Institutional Strengthening Team Lead will report to the MISRA Chief of Party.
The Institutional Strengthening Team Lead will provide direct oversight over Component 1 staff and
consultants contracted for activities related to this component.
