Mission description

Under the authority of the Team Leader of the project and with operational relations with the Project Manager at headquarters, the Communication officer’s mission will be to develop and implement the project communication plan, inform the various project targets and give them an understanding of its activities, its issues and its outcomes, and give visibility to the action of Expertise France and its partners via the project activities.

To promote the project, the communication officer will have to bring his/her support to organise some institutional events and/or workshops and to facilitate the exchange of experience with other similar institutions.
Finally, the communication officer will also support the Moldovan stakeholders of the project (especially the Ministry of Energy and the National Centre for Sustainable Energy) to communicate to the concerned institutions but also the Moldovan population, on the reforms developed and implemented within the framework of the Policy-Based-Loan between AFD and Moldovan’s authorities and its related Technical Assistance.

Prepare and consolidate the project communication plan 
-    Produce/consolidate the project communication plan and its budget, in consultation with the project team, the donor and Expertise France’s Communication Unit.
-    Ensure the visibility of Expertise France and the donor in the project communication, respecting the guidelines of the agency’s Communication Strategy, as well as the visibility and communication rules of donors and partners.

Implement the activities of the communication plan 
-    Draft, translate and disseminate communication content and materials with contributions from the project experts and the various stakeholders (articles for Expertise France’s internal website and the project page, posts on social networks, press kits and releases, presentation brochures, reports, discussion points, advertising items, etc.). Write informative articles about success stories within the project implementation framework.
-    Produce communication materials and tools and manage stocks (leaflets, brochures, goodies, kakemonos, etc.).
-      Disseminate communication materials and content to the project stakeholders, partners and target audiences, via the various media used.
-       Organise and implement promotion actions for NCSE activities.
-    Organise project communication events (conferences, workshops, etc.) and organise the project representation during national and international events related to the theme (Expertise France events, but also forums, international conferences, partner events, etc.). Manage the preparation, content, logistics, invitations and capitalisation on these events.
-    Manage orders and relations with communication service providers (printers, audio-visual service providers, graphic designers, events agencies, etc.).
-    Create graphic, video/audio content.
-    Support in the development of communication platforms.

Project or context description

The Agence Française de Développement (AFD) has launched a program of Technical Assistance (TA) to support the Moldovan Government in continuing the energy reform. Expertise France (EF), the French public agency for international technical assistance, was entrusted by the AFD with the implementation of the project. As part of several commitments undertaken by Moldova in pursuit of its accession to the European Union, the country is engaged in an in-depth reform of its energy sector, including operational, financial and structural aspects. The Technical Assistance (TA) aims at supporting the Ministry of Energy for the development of a modern legal framework with a special focus on supporting and strengthening the Public Institution National Centre for Sustainable Energy (NCSE). Close analysis of the Ministry of Energy and NCSE has concluded that one of the first and primary needs of these institutions is to build the staff capacities to ensure Moldovan institutions to perform their duties and responsibilities. 

To support the Ministry of Energy and the NCSE to carry out their responsibilities, one of the priorities of the TA will be to continue increasing their capacities and skills to be able to implement the energy transition in Moldova. The objectives of this transition are to boost energy efficiency, increase the share of renewable energy sources in the total final energy consumption, strengthen the liability of the energy supply, enhance the energy sector resilience and enhance the legal framework linked to climate changes actions. These objectives can be achieved via consistent planning, efficient coordination and effective implementation of activities, as well as capacity building of all actors from the energy sector.

As part of several commitments undertaken by Moldova in pursuit of its accession to the European Union, the country is engaged in an in-depth reform of its energy sector, with a focus on reforms in energy infrastructure, energy efficiency, renewable energy, consumer protection, environment and climate change. These reform endeavors were jointly developed in the form of Policy Reform Measures (PRMs) contained in a Roadmap attached to a Memorandum of Understanding (MoU) signed between the AFD and the Government of the Republic of Moldova, represented by the Ministry of Finance, Ministry of Energy, Ministry of Environment and Ministry of Labour and Social Protection. The PRMs are to be implemented during an agreed period of time by the Moldovan authorities with the support of the Agence Française de Développement (AFD) via the Expertise France.

In this context, the communication officer will be part of the PIU (Project Implementation Unit) based in the MoE’s office to promote the project and the new related reforms implemented. 

Required profile

  •   Master’s degree in the above mentioned fields (communication, event management, international relations);
    •   Fluency in Romanian and English is required (French and Russian are an asset);
    • Proven skills in intercultural communication, public relations, event or project coordination;
    •   Excellent writing and relational skills;
    •   Ability to work in a team and remotely;
    •   Creativity;
    •   Autonomy, responsiveness and proactiveness;
    •  Command of Community Management: Twitter, Linkedin, Facebook; social network Suites; FlickR;
    •   Command of the main tools of the Adobe Suite (Indesign, Photoshop);
    •   Command of the Outlook Suite.
    •   3 years’ experience in communication;
    •  Experience in the institutional sector and/or international cooperation/development assistance is an asset;
