- JOB DESCRIPTION
WeWorld Moldova is hiring a CONSTRUCTION SUPERVISOR (M/W) with experience. The Construction Supervisor will be responsible for Technical assessment, Preparation of tender document and Assistance during tender procedure, Supervision and Monitoring, Reporting, Quality Assurance, Coordination with Local Stakeholders.
MAIN RESPONSABILITES
- Technical Assessment
- Conduct thorough technical assessments of the school spaces and community spaces identified for light rehabilitation as per project proposal and needs.
- Identify structural weaknesses, safety hazards, and necessary improvements.
- Develop detailed technical reports outlining findings, recommendations, timeframe for the implementation of the rehabilitation works, challenges assessed.
- Collaborate with relevant stakeholders to validate assessment results.
- Ensure compliance with Moldova construction codes and regulations.
- Preparation of Tender Documents
- Prepare technical specifications of the works including all work components as well as materials’ specifications.
- Detailed bill of quantities and preamble to the BOQ for each payable item.
- Detailed tender drawings.
- Contract documents comprising contract template, general conditions and special conditions.
- In the preparation of the Tender Documents, the Service Provider should refer to the Moldovan Law framework and WeWorld procedure, in estimating costs and defining Bidders’ selection criteria, for the works to be executed with labor-intensive modalities.
- Assistance during tender procedure
- Answer the potential contractors’ questions and clarification requests.
- Assist to site visits and pre-bid meetings with potential contractors.
- Assist the contracting authority in preparing any amendments or modifications needed during the tendering procedure.
- Assist the contracting authority in the evaluation of the technical and financial offers.
- Assist the contracting authority in the preparation of the contract with the awarded contractor.
- Supervision and Monitoring
- Assure that works are executed in accordance to defined quality standards of delivery and within pre-defined timeframe, in compliance with design drawings, works specifications, and BOQ.
- Verify and approve work plan/schedule submitted by the contractor, and advise on requests of extension of time, variation orders, and reservations of the Contractor(s). When needed, suggest suitable amendments to the Contract Documents, recommend on preliminary agreements on new prices, control and verify variation orders resulting from changes in the design/field needs.
- Regular onsite supervision and assistance on all the activities implemented by the Contractor(s) especially during crucial phases of works, ensuring orderly progress of works and quality control of all contractor interventions.
- Verify the work in terms of quality and quantity of the construction / material used, keeping proper record of tests of the materials carried out according to established engineering techniques and international standards (to be annexed to provisional and final acceptance certificates).
- Review and validate the measurement of the work completed for the preparation of provisional and final payment certificates. Detailed measurements shall be verified by the Service Provider’s site engineer(s) as a duplicate record and shall be annexed to the Contractor’s invoices. All the measurements and payments of the work done will be certified by the Service Provider on measurement book / payments documents.
- Supervise testing and commissioning of the works and ensure regular supervision during the defects’ liability period.
- Reporting
- Prepare regular progress reports detailing construction activities, achievements, and challenges.
- Document any deviations from the project plan and propose corrective actions.
- Provide timely updates to project team and stakeholders.
- Ensure accurate data collection for monitoring and evaluation purposes.
- Compile lessons learned and best practices for future project planning.
- Quality Assurance
- Participate and support the project team in the identification of the service providers, ensuring detail and quality in the process.
- Establish and enforce quality assurance protocols for construction projects.
- Conduct inspections to ensure materials and workmanship meet specified standards.
- Implement corrective measures to address deficiencies in construction quality.
- Collaborate with contractors and suppliers to resolve quality-related issues.
- Maintain records of quality control activities and documentation.
- Coordination with Local Stakeholders
- Under the direction of the Project Manager, liaise with local authorities, school administrations, and community leaders.
- Coordinate logistics and resources with local suppliers and service providers.
- Foster positive relationships with stakeholders to ensure smooth project implementation.
- Resolve any conflicts or disputes that may arise during project execution.
- Continuously inform the Project team on developments of the work.
- Other Duties
- Ensure proper management of confidential information.
- Always coordinate with Project Manager and Project Team.
- Perform any other duty requested by the line manager.
- REQUIRED PROFILE FOR THE POSITION
- Qualifications and Professional Experience
- Bachelor's degree in Civil Engineering, Construction Management, or related field.
- Minimum of 3 years of experience in construction supervision or project management.
- Demonstrated experience in infrastructure rehabilitation projects.
- Knowledge of local building codes and regulations in Moldova.
- IT capacity, knowledge of Microsoft Office tools.
- Fluency in Romanian and Russian. Elementary knowledge of English

- Additional requirement – Mandatory:
The Construction Supervisor must have a private vehicle and a valid driving license to travel independently for work purposes.
