USAID MISRA is looking for a Business Analyst, Civil Aviation

SCOPE OF WORK
Position: Business Analyst, Civil Aviation (Local Consultant)
Project: USAID Moldova Institutional and Structural Reforms Activity (MISRA)
Location: Chisinau, Moldova
Period of Performance: June - August 2024
Total Level of Effort: up to 30 days
Work Plan Activity: Task 2.4.5 (FY 2024 Work Plan): Digitalization of processes in Civil Aviation sector; Sub-task 2.4.5.1. Evaluation of the CAA internal processes to be digitalized and identification of the necessary modules of the information system.
Project Background
The USAID Moldova Institutional and Structural Reform Activity (MISRA) is a five-year project funded by the United States Agency for International Development (USAID) and implemented by Nathan Associates Inc. MISRA’s objective is to stimulate a sustainable and inclusive recovery from the regional crisis, improve the institutional, business, and trade enabling environment in Moldova by supporting Moldova’s public institutions and the private sector to accelerate the implementation of trade liberalization mechanisms, adopt structural and investment climate reforms, accelerate financial sector reforms, improve economic governance in the public sector, and enhance strategic communications between the private and public actors.
MISRA builds on prior and ongoing USAID and US Government activities in the business enabling environment and trade facilitation space to strengthen Moldova’s economic growth and resilience, and by doing so, increase transparency and accountability.
MISRA is supporting structural reforms of the Government of Moldova’s regulatory and operational practices to improve trade and the business environment in support of job creation, investments, sustainable growth, and a quick economic recovery.
Overview
The Civil Aviation Authority (CAA) is an administrative institution for certification, supervision, and control in the field of civil aviation. It is financed from the state budget and is subordinated to the Ministry of Infrastructure and Regional Development. CAA's mission is to implement civil aviation policies and to monitor compliance with the legislation to ensure flight safety, aeronautical security, consumer protection, and occupational safety.
CAA is pursuing the digitalization of specific services and internal processes to enhance its efficiency, transparency, and interactions with the private sector, including through streamlined administrative procedures linked to inspections and audits, and ongoing monitoring of aviation market stakeholders such as airlines, airports, handling companies, certification organizations, etc.
The CAA has identified a globally recognized IT solution to meet its needs that is tailored to regulatory bodies like itself. This system aligns with the International Civil Aviation Organization and the Chicago Convention's safety and security oversight responsibilities. Its modular structure offers high configurability, thus providing flexibility to cover various organization types, licenses, approvals, certifications, and permissions. The modular nature also allows customization to address immediate priorities and budget constraints, with options to add functionalities as needed. The application/system would alert CAA to potential inconsistencies in multilateral operations, factoring in aspects like operation dates, aircraft, destinations, crews, and transport types against permissions, certifications, authorizations, and approvals granted by the CAA.
However, to offer the optimal solution tailored to the needs of the CAA, MISRA intends to conduct an analysis, mapping, and evaluation of the internal processes with the objective to identify and prioritize the most essential internal processes for digitization. Following the analysis, the next step will involve developing the Technical Specifications for the future system or the specific modules. These specifications will serve as the foundation for the procurement process.
Following the discussions on this matter, the CAA identified a preliminary list of internal processes, some of which are complex general processes, while others are specific actions and sub-processes.
General processes:
- Certification
- Oversight
- State Safety Program (SSP)
- Maintenance of Aircraft Registry
- Consumer rights protection
- Rulemaking and EU acquis approximation
- Internal audits
- Training
Specific actions/procedures that may constitute elements of the processes:
- Correct, timely, and efficient certification, oversight, rulemaking activities
- Guidance materials (GM), acceptable means of compliance (AMC), and technical requirements (TR) for certification of air operators, certification of maintenance organizations, certification of medical centers, and personnel licensing
- Risk management
- Internal audits for compliance monitoring
Specific sub-processes:
- Internal coordination of sub-processes of documents (including document flow)
Other processes/procedures:
- Risk register
- Record keeping
- Staffing and recruitment
Tasks
The Local Consultant will support an International Consultant to carry-out the following tasks:
Task 1. Internal processes analysis: To gain a thorough understanding of how documents and information flow within the CAA, and where they are not in alignment with international requirements, support a comprehensive analysis of the CAA's internal processes, including facilitating meetings, accessing and explaining information that is available only in the local language, and following-up to collect and help document information for the mapping as required.
Task 2. Visual mapping: Based on the above internal processes analysis, support the creation of visual process maps that illustrate the current internal processes and flow of case-related documents from initiation to resolution, including each step of case management procedures, access permissions, archiving procedures, etc. Support the International Consultant to ensure that the processes analysis and visual process maps are in accordance with Moldovan legislation governing document management and the civil aviation sector.
Task 3. Identifying bottlenecks and inefficiencies: Through the visual mapping process, support the identification of any bottlenecks, redundancies, inefficiencies, and/or delays in the current internal processes and case flows to pinpoint areas where improvements and optimizations are needed, including facilitating meetings, accessing and explaining information that is available only in the local language, and following-up to collect and help document information as required.
Task 4. Recommendations for streamlining processes: Support the development of recommendations on streamlining internal processes within CAA for the purpose of digitalization, and the review of viable software solutions that might be used by CAA.
To ensure accuracy and completeness, the Local Consultant will support the International Consultant to engage with the CAA staff, management team, and other stakeholders during all stages of the above tasks to capture their insights and feedback on the nuances of the CAA processes.
Deliverables
The Local Consultant will support an International Consultant by contributing to the following deliverable as required:
Report on mapping of internal processes within CAA: The report will provide a narrative identifying the current state of internal processes and bottlenecks within the CAA, visual process maps, and recommendations on: streamlining internal processes within CAA for the purpose of digitalization; and viable software solutions.
The Local Consultant will also provide a Final report summarizing the work completed, findings, and recommendations, using the MISRA template.
Supervisory Responsibilities and Reporting
The Local Consultant will support the International Consultant as required to help successfully complete the joint assignment, and also report to the Deputy Chief of Party/ Lead of Component 2 and the Transport & Logistics Specialist for purposes of final reporting.
Skills and Qualifications
A bachelor’s or preferably master’s degree in law/aviation industry, information technology, or related field.
- At least 7 years of experience in business processes mapping and workflow analysis with visual presentation preferred.
- Demonstrated knowledge of case management information systems at the government level and on how they function in Moldova.
- Knowledge of operations and functions of CAA.
- Strong analytical and interpersonal skills.
- Solid verbal, written, and presentation skills, coupled with strong technical understanding of digitalization processes.
- Fluency in Romanian and Russian languages.
- Fluency in both written and spoken English language.
