GENERAL CONTEXT AND BACKGROUND:

HEKS/EPER is a Swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Moldova Office cooperates with NGO active in the field of development cooperation and humanitarian aid.

HEKS/EPER was active in the Republic of Moldova from 2004 to 2020 and the latest Country Program 2016-2020 was aiming at improving the living conditions for people in the rural areas of the Republic of Moldova. The focus on the rural areas addressed the disparities and inequalities in development of urban and rural areas in Moldova.

Due to such a context and knowing that HEKS/EPER has a previous strong experience in the country by supporting local partners, it has been decided to open again the Country Office (CO) based in Chișinău. HEKS/EPER implements projects through well-known partners, local and national NGOs with strong expertise and experience.

HEKS/EPER is launching a new project for web-based IT courses. The courses will be certified by Google and enable the participants to compete the state-of-the-art technology-based jobs. HEKS/EPER Moldova is looking for a project officer having strong IT skills and experience in supporting IT courses at different platforms.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities

Tasks

Project Management

·       Keeping record for the participants and coordination with donor for resolving issues for the students.

·       Designing and operationalizing programmatic and financial project documentation.

·       Coordination with various education institutes and bodies to register the student in courses.

·       Provide orientation to the students about the platforms and course modules.

·       Ensuring needs assessments, qualitative/quantitative data collection, reports preparations for donors in close collaboration with the RGA.

·       Keep record of project documents and correspondence with the donor.

·       Provide detailed, accurate and timely monthly report on the activities, challenges and areas that need of improvement including operational data.

·       Organising and conducting consultants/experts for the project and language instructor.

·       Monitoring, evaluating and controlling project implementation according to the M&E standards and procedures of HEKS/EPER.

·       Ensuring reporting of the project internally and with the donor.

·       Assessments, projects design, reports preparations for donors in close collaboration with the supervisor, RGA and the HQ MEAL unit.

Partnership development and Monitoring

 

·       Prospect for new partnership and synergies with the relevant local authorities and institutions, seek synergies with IT-sector organizations and contract experts for the needs of the project.

·       Carrying out consultations, assessments and evaluations for the needs of the project.

·       Preparing draft partnership agreements for the attention of the CD.

·       Organising necessary capacity building together with the CO team.

·       Ensuring that all the data shared by the partners corresponds to the MEAL requirements on an ongoing basis.

·       Supporting partners in M&E processes at the project level.

Experience Exchange

·       Gathering information about initiatives and fundraising opportunities in the country/region and communicating relevant information to the CO.

·       Maintaining familiarity with the current standards for emergency aid; staying informed at all times about further developments and periodically keeping all stand-by measures updated.

·       Acting in the event of an emergency to take care of the project planning, the partner support, the monitoring and the reporting in consultation with the CO.

Safety and Security

·       Together with RGA, asses and consult other partners to ensure security situation of planned locations is ensured; Ensure risk assessment and share security information.

·       Assist in putting in place appropriate security and prevention measured during any distribution and implementation of project activities.

·       Assist team members to produce timely incident report to the line manager and advice on taking corrective measures, if needed.

 

SKILLS AND ABILITIES

  • IT literate and having exposure to various IT courses and platforms;
  • Be familiar with GDPR and able to track data protection and monitoring;
  • Excellent project management skills (project life management cycle, reporting phase, MEAL processes etc.);
  • Excellent communication & networking skills;
  • Excellent organizational skills;
  • Proven track record in project management and in the ICT-sector;
  • Proven managerial experience;
  • Is dedicated to gender equality and the specific challenges faced by women refugees;
  • Adaptability to work with short deadlines and in different contexts;
  • Interest to work in an NGO environment.

EXPERIENCE/QUALIFICATION

  • A minimum of three (3) years' experience in a comparable role within the past few years is required;
  • Bachelor's degree in IT, or related field;
  • Excellent writing and editing skills in Romanian, and English. Ukrainian or Russian language is an advantage;
  • Creative and innovative;
  • Works well under pressure;
  • Proactive, results-oriented attitude;
  • Experience of working with universities, or civil society organizations, or media organizations, or public administration in Moldova preferred;
