GIZ - Policy Advisor on labour market development
GIZ is looking for a Policy Advisor on labour market development, for its project “Youth Employment Promotion in Moldova”, which is financed by the German Government. The project aims to bring young people into decent employment through improving career guidance and placement services and providing practice-oriented training programmes.
This position is expected to start in April 2024 (or earlier), for a 12-month period, with the possibility of extension based on performance.
The Advisor will be having the primary role of ensuring organizational and capacity development for the National Employment Agency (ANOFM) and its department for labour market monitoring, advising the Ministry of Labour and Social Protection (MMPS) on the implementation of the reform aimed at “improving the National Employment Agency´s services for 2023-2026”, on policy development in the field of youth employment promotion and inter-ministerial cooperation and donor coordination in the field of employment promotion.
The overall responsibilities covered by this position are as follows:
- Advising ANOFM on identifying and prioritising employment opportunities in selected regions, in cooperation with the private sector and trade associations.
- Advising ANOFM and its regional branches in establishing regional networks for the exchange of information on labour market developments and youth employment promotion
- Supporting the implementation of market surveys and sector studies by having a strong focus on gender aspects
- Supporting the development of new occupational profiles for occupations identified as priorities in the selected regions,
- Advising on labour market policies for the integration of NEETs and a special focus on gender mainstreaming in the framework of the reform of ANOFM
- Facilitating the cooperation between MMPS and Ministry of Education and Research as well as the coordination between donor organisations
- Developing Terms of References, coordinating expert assignments, monitoring deliverables and ensure their quality,
- Supporting staff and partners in the implementation and operation of the project’s results-based monitoring (related results, indicators, outputs)
- Performing other job-related duties and tasks, which might emerge during project implementation and upon the manager’s request.
Required qualifications:
- Master’s degree or other equivalent graduation in Economics, Management and Organisational Development, Educational and Social Policies or other relevant fields.
- At least 5 years of professional working experience in areas of labour market development and/or education with a focus on employment promotion and/or VET
- Proven experience in implementing organizational and capacity development programmes, preferably in the context of development cooperation
- Previous experience in interacting with governmental bodies, regional/local authorities and donors
- Experience in the field of gender equality and reducing gender-specific barriers
- Previous experience in working on enhancing labour market information would be a strong asset
- Experience in working with MMPS and/or ANOFM would be a strong asset
- Good knowledge about the specifics of the Moldovan labour market and the target group of young people not in employment, education, or training (NEET)
- Proven excellent written and verbal skills in Romanian, fluency in English and Russian. Good knowledge of German would be an asset.
- Ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds
- Ability to work under pressure to tight deadlines with excellent time management skills
- Ability to work on individual responsibility but in close cooperation with the team and superior.
- Problem-solving skills, the ability to negotiate, be a strong team player, and have initiative
- Fluency in the use of software applications, such as Excel, Word and PowerPoint, Microsoft 365
- Willingness to travel inside the country
- Excellent drafting and presentation skills

The position is opened for candidates with Moldovan Nationality or for the ones holding permanent resident status in Moldova.
