1. BACKGROUND
EDUCO, in partnership with WeWorld, Katalyst and RAC, is implementing a cross-border project in
Moldova and Ukraine. The project aims to ensure the basic rights to education, protection and
emotional well-being of vulnerable children affected by the conflict in Ukraine and is implemented in
the districts of Reni and Izmail (Odessa Oblast in Ukraine) and in the districts of Chisinau, Criuleni, and
Soroca (Moldova). The target group are 3,500 children, adolescents, and adults, internally displaced
and refugees in shelters/RACs/private accommodation, as well as vulnerable host communities. The
project also intends to work with refugee populations belonging to minorities such as Roma and
children with disabilities or specific needs. To this end, the action work towards two outcomes: 1)
conflict-affected children have access to inclusive quality education in Odessa Oblast (Ukraine) and in
the Chisinau, Criuleni and Soroca Districts (Moldova); and 2) conflict-affected children have improved
emotional well-being, access to adequate protection response and cohesive housing in host
communities in Odessa Oblast (Ukraine) and in the Chisinau and Criuleni Districts (Moldova).
As part of project monitoring and evaluation, EDUCO intends to conduct a Post-Implementation
Monitoring Survey (PIMS) to assess the satisfaction levels of beneficiaries/participants regarding the
items and services provided by the implementing organizations.
2. OBJECTIVE
The primary objective of this consultancy is to conduct a Post-Implementation Monitoring Survey
(PIMS), both quantitative and qualitative, to gauge the satisfaction levels of beneficiaries/participants
with the items and services provided by WeWorld, Katalyst, and RAC as part of the cross-border
project in Moldova and Ukraine. It also aims to identify the good practices and lessons learnt, as well
as establishing recommendations to improve further actions to answer the needs of those
communities.
3. SCOPE OF THE WORK
The Consultant shall:
• Develop comprehensive survey questionnaire and adaptative methodology to ensure
appropriate data collection according to age groups and vulnerabilities, in consultation with

indicators.
• Translate the survey questionnaire into relevant local languages (Romanian, Ukrainian,
Russian) as required.
• Train data collection teams on survey methodology, child participation approaches, ethical
considerations, Child Safeguarding and PSEAH principles, and data quality assurance.
• Coordinate with WeWorld, Katalyst, and RAC to identify and recruit survey respondents from
project beneficiaries/participants.
• Administer and manage the survey data collection process, ensuring adherence to ethical
standards, Child Safeguarding and PSEAH principles, and data protection protocols.
• Conduct the Post-Implementation Monitoring Survey (PIMS) in selected project areas in
Moldova and Ukraine, ensuring representation across target groups.
• Compile, analyze, and interpret survey data, presenting findings in a clear and concise report,
according to the indicators and targets of the project, to ensure comprehensive conclusions.
• Provide actionable recommendations based on survey results to improve further actions,
and beneficiary satisfaction.
• Ensure the dissemination of results to project participants.
4. DELIVERABLES
• ToR of the activity (steps calendar, targets description, methodology, training of data
collectors, etc.)
• Survey questionnaire(s) and methodology developed, approved, and finalized.
• Training materials for data collection teams prepared.
• Survey data collected and compiled.
• Post-Implementation Monitoring Survey (PIMS) report with analysis and recommendations.
5. TIMELINE
The consultancy is expected to be conducted over a period of one month, starting from March 4
th
to March 31st, 2024.
6. ETHICS AND CHILD PROTECTION
EDUCO, WeWorld, Katalyst, and RAC are committed to ensuring that the rights of those involved in
data collection or analysis are respected and protected, in line with the international ethical
framework and their Child Safeguarding and Protection from Sexual Exploitation, Abuse, and
Harassment (PSEAH) policies. The consultants guarantee respect for ethics and the protection of
children in the data collection process. More specifically, consultants guarantee the appropriate,
safe, and non-discriminatory participation of all stakeholders, and will pay particular attention to the
needs of children and other vulnerable groups. Consultants also guarantee the confidentiality and
anonymity of participants.
7. QUALIFICATIONS
The Consultant should possess:
• Proven experience in conducting Post-Implementation Monitoring Survey (PIMS) or similar
assessments in the project locations.
• Experience with child-friendly methodologies.
• Strong understanding of project monitoring and evaluation principles.
• Excellent analytical and report writing skills.
• Fluency in English, Romanian, and Russian languages.
8. PROPOSAL SUBMISSION

budget, and CVs of key personnel, to cv@educo.org quoting the following reference PIMS
consultancy by 23:55 on March 3
rd, 2024.
9. EVALUATION CRITERIA
Proposals will be evaluated based on:
• Methodological soundness and feasibility.
• Relevant experience and qualifications of the Consultant and team members.
• Cost-effectiveness of the proposed budget.
