IREX implements in Moldova two projects, the Russian-Language Television Content Fund and Strengthening Content Connections, funded by the US State Department to bolster Moldova’s information space by supporting the production and broadcast of high-quality Romanian and Russian–language TV productions. The projects support the diversification of television entertainment programming by sustaining the locally produced television series and Moldovan talents meeting audiences' needs and preferences.

The Partnership and Grants Specialist will report to the Project Director and will be responsible for carrying out the daily implementation of the projects. The candidate will have a good knowledge and understanding of designing and implementing efficient outreach strategies, building and maintaining relationships with selected project partners, fulfilling and supporting larger production and in-kind subgrants, developing periodic reports on the project’s achievements and lessons learned, conducting monitoring and evaluation activities, communicating with staff in DC and Moldova and ensuring compliance with donor’s and IREX’ requirements, and local legislation.

Your Background & Skills

  • Bachelor’s degree in Journalism, Social Sciences, Economics or a related field is required.
  • 3+ years of relevant experience with international non-governmental organizations, preferably on projects that receive USG or other international funding in Moldova.
  • Experience with video and/or TV and knowledge of the Moldovan TV media landscape and creative industry preferred.
  • Experience in coordinating and monitoring sub-awards in Moldova.
  • A strong understanding of the sub-awarding process, regulations, and procurement principles is strongly preferred.
  • Proficient in Microsoft office products
  • Fluency in Romanian, English, and Russian languages.
  • Outstanding verbal and written communication, interpersonal, and cross-cultural skills required.
  • Positive and constructive attitude and willingness to support and assist colleagues.
  • Demonstrated leadership, integrity, and versatility.
  • Ability to travel within Moldova.
  • You must have unrestricted authorization to work in Moldova.

Your Daily Tasks

  • Contribute daily to the implementation of the projects.
  • Fulfill the local monthly and annual reporting efforts by collecting necessary data and information from project stakeholders and personnel.
  • Support implementation of the M&E framework of the project.
  • Support, fulfill partnerships and track production subawards deliverables and ensure timely reporting on production and broadcast of original content.
  • Support, fulfill partnerships and track in-kind subawards deliverables and ensure timely reporting on airing of licensed content.
  • Support, fulfill and track service provision contracts with selected vendors and ensure timely provision of required deliverables.
  • Facilitate orientation sessions as required for selected project partners on implementation of subawards and compliance.
  • Design and implement project outreach activities to identify potential project partners.
  • Support the design of projects’ tailored grants and professional development opportunities.
  • Set-up and maintain viable partnerships with selected project partners.
  • Provide support to the program team as required on issues of compliance with donor & IREX requirements, policies, CFRs and national legislation, and other.
  • Collect all the necessary information, track and update the program records of subawards through available organizational systems.
  • Support efforts in project planning, budgeting, and administrative issues (e.g., monitor and track monthly expenses of the projects, contributes to quarterly forecast).
  • Collaborate with teams in the region and at IREX DC.
  • Other support duties as needed.

This position is eligible for Telework. The eligible employee is a full-time Moldova-based staff who works from a worksite outside the Moldova office for one or more days a week.
