People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 30 years. From 2009 onwards, PIN has added development programmes to its work in Moldova, building a vision and practices that keep people and communities at the center of our work. Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.
Position Overview:
The Education in Emergencies (EiE) Project Manager (PM) is based in Chisinau with travels into the regional offices and provides support to the EiE projects implementation of PIN Moldova. PM ensures successful implementation of assigned project(s) in Moldova and takes overall responsibility for all aspects of project management, including identification of needs, planning and formulation of the projects, implementation, monitoring and evaluation, and ensuring project feedback loops are in place and lead to further improvement of the EiE projects.
Furthermore, PM contributes to development of Country Programme sector strategy on Education and or other related sectors and sets an example to others through adhering to, and actively promoting PIN’s Code of Conduct and Core Policies (including Safeguarding, Anti-Corruption, Whistleblowing policies) with all the project staff working under his supervision and project partners.
Duties & Responsibilities:
- Manage all day-to-day programmatic and operational activities of the project, ensure close coordination of project activities with PIN department, partner staff and project stakeholders.
- Manage the project team (Technical Project staff and Child Friendly Space Facilitators).
- Coordinate project activities of/with the project partners in Moldova.
- Host regular meetings with facilitators and with partner staff to monitor progress of the project and provide technical and operational support as needed.
- Liaise and maintain close coordination with all stakeholders including national and local public authorities, NGOs and initiative groups and donors (including Refugee Education Working Group).
- Conduct regular field visits to monitor field activities with Project Technical Assistants and Protection team, provide advisory support to project partners and beneficiaries.
- Manage project budget and cash-flow projections and budget forecasting.
- Liaise regularly with the EiE Advisor to update on project progress and assess any needs for additional capacity building or technical support.
- Review narrative reports submitted by grantees.
- Compile internal reports on the implementation of the project.
- Support MEAL team in implementation of MEAL plan and final project evaluation.
- Update the Emergency Coordinator on a weekly basis on the project implementation, challenges, etc.
- Participate in Project Review Meetings organized on monthly basis.
- In cooperation with Communication Officer be responsible for external communication of the project.
- Follow the PIN policies, procedures, and donor requirements in the implementation of all activities.
- Fill in all relevant documentation in ELO - all project specific files/contracts, associated to technical specifications related to the nature of the project activities are under the responsibility of the Project Assistant, project officer or PM (Preparing Contracts/If needed, Uploading in ELO).
- Keep project documentation (hard copies and on ELO) and work with finance and logistics staff to ensure all project procurements and contracts follow PIN and donor procedures.
- Provide support to the Country Programme in identifying and pursuing fundraising opportunities (including support to development of new proposals).
- Contribute to development of Country Programme Strategy on Education and other related sectors.
- Perform other duties that are essential for the quality implementation of activities.
Qualification:
- University degree in social science, social work, humanitarian protection or any other relevant degree;
- At least 2 years of work experience in positions that entail responsibility for project activity implementation or support of local partners, experience in managing/supporting education projects highly preferred;
- Relevant experience with either international organizations, national civil society organizations or educational institutions;
- Understanding of the field of international development/experience with emergency response, specifically in education, preferred;
- Experience in managing teams;
- Excellent command of English and Russian is required, Romanian is preferable;
- Competencies: flexibility/ dynamic approach/ decision-making ability/ high level of coordination
- Experience working in partnerships with other organizations, teams, diverse groups of people; good awareness of different cultures;
- Self-starter, able to work under pressure with demonstrated ability to take on new initiatives;
- Excellent communication skills, written and verbal;
- Willing to travel across Moldova;
- Strong ethical standards.
