Project Summary:
The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:
The Donor Liaison Consultant will contribute to MRI’s efforts to support implementation of strategic communications. The Consultant will coordinate and liaise with stakeholders in State Institutions, Moldovan civil society, international community, and the private sector. This is a short-term assignment with an expected level of effort of 80 days. The position is based in Chisinau, Moldova.
Responsibilities:
- Assist in establishing a framework for coordination between the international donor community and the state institutions at the working level.
- Assist in conducting a comprehensive donor mapping to understand the priorities and expectations of each donor.
- Develop a communication framework to define and guide state institution engagement with the Donor community.
- Assist in organizing donors’ coordination meetings, events, and activities to foster engagement and enhance the partnership between donors and the government.
- Supervise the documentation process, i.e. oversee documentation of the coordination meetings, round tables, and other events ensuring the inclusion of clear action steps.
- Assist in developing the reporting process for donors, including the establishment and maintenance of framework monitoring system for all relevant stakeholders, and assessment of the impact for stakeholders.
- Coordinate transparent reporting, regular status updates on the funded activities.
- Assist with inter-ministerial and inter-projects coordination if needed.
- Guide and support state institutions in achieving effective and timely communication with the donor community and pertinent external stakeholders.
Qualifications:
- Master’s degree in communications, PR, journalism, political science or other relevant field is required.
- Minimum three years of experience with government communications or comparable position in the private or civic sector is required.
- Experience in the communications field is required.
- Experience in delivering written products and materials that support an organization’s communications and outreach goals is required.
- Experience in organizing work and projects effectively and efficiently is required.
- Fluency in English, Romanian, and Russian is required.
