BSF Moldova vacancy - Program and Procurement Officer

Position Objective:
BSF is seeking a dynamic and results-oriented Program and Procurement Officer who will play an important role within our team to support the development of BSF programs in Moldova and Poland and to ensure a high-quality program implementation.
Main Responsibilities:
Under the direct responsibility of the Program Coordinator, the Program and Procurement Officer is responsible for providing professional technical, operational and administrative assistance throughout the programming process to the BSF Moldova-Poland program.
DEVELOPING PROGRAM: DONOR AND PARTNER RELATED ACTIVITY
- Supervise and organize activities and ensure that project goals are aligned with BSF objectives;
- Oversee multiple activities, ensuring program goals are reached;
- Support the program in creating and maintaining relationships with partners and other parties as required;
- Coordinate the collection of information on BSF activities and draft funding proposals and budgets for submission;
- Provide support to the relevant BSF teams in identifying and collecting information on possible future donors and funding opportunities to support BSF in-country activities;
- Assist in the planning and hosting of program visits by BSF staff, donors and partner agencies;
- Assist in the process of national staff capacity building, identifying training needs and providing mentoring support where appropriate;
- Establish appropriate internal reporting formats and ensure effective internal information flows.
PROCUREMENT
- Identifies and researches potential new suppliers;
- Researches new products and services to meet BSF’s goals;
- Assesses total costs of company purchases;
- Finalize purchase details of orders and deliveries;
- Develops and implements strategies for procuring, storing, and distributing goods or services and maintaining stock levels;
- Interacting with suppliers on a daily basis to resolve transactional issues and gather critical information regarding invoices, and tracking info;
- Able to assess situations, urgency, and risks and make timely decisions.
INFORMATION MANAGEMENT
- Maintain systems for recording program activities and outputs;
- Provide relevant materials, case studies, photographs, events and media contacts in line with BSF’s corporate profile;
- Provide input into regular in-country management meetings;
- Assist in the monitoring and evaluation of program business plans and activities.
Required Qualifications and Skills:
- Master’s degree in a relevant field (International Relations, Social Sciences, Finance, Administration management or logistics);
- 3 years of successful experience in a similar position within an International NGO or equivalent;
- Knowledge of main institutional donors and financial rules of donors;
- Experience as a Procurement Officer;
- Knowledge of sourcing and procurement techniques as well as dexterity in “reading” the market;
- Commitment to humanitarian and capacity-building principles;
- Knowledge of international humanitarian development needs and related issues;
- Ability to work to a budget;
- Awareness of relevant security issues in project design;
- Languages: Fluent in English, Romanian and Russian; French would be a strong asset;
- Excellent organisational skills with the ability to coordinate activities;
- Excellent writing skills and Word/Excel software management;
- Excellent communication and interpersonal skills.
Contract: Fixed-term employment contract until March 31, 2025, with a possibility of extension.
Start date: As soon as possible (tentative start date: January 15, 2024)
Location: The position is based in Chisinau (Moldova) and is open to national employees only.
Salary and benefits: 1515 euros gross salary per month, 12 months a year. The BSF assumes the obligation to pay all applicable taxes and duties according to the legislation of the Republic of Moldova.
