Deadline extended: UNFPA Programme Analyst on SRH, NO-B (FTA), Chisinau, Moldova
The Position:
United Nations Population Fund (UNFPA), the leading UN Organization in Sexual Reproductive Health and Rights, Gender Equality and Gender Based Violence (GBV) and Population and Development, is recruiting a Humanitarian Programme Analyst on Sexual and Reproductive Health, to be located in Chisinau, Republic of Moldova.
The Humanitarian Programme Analyst on Sexual and Reproductive Health , working under the overall guidance and direct supervision of the UNFPA Emergency Coordinator and UNFPA Assistant Representative, will be primarily responsible for providing programme and technical support to the UNFPA Moldova Country Office in planning/ designing, implementing, as well as monitoring and reporting the achieved results of the realized SRH-related interventions in the Republic of Moldova targeting mainly refugees from Ukraine, but also local population impacted by the refugee crisis. The Humanitarian Programme Analyst on SRH will assist in humanitarian-related resource mobilization, actively contributing to development of the applications for fundraising, as well as reporting to donors, as needed in that regard, and in establishing relevant partnerships with other humanitarian stakeholders, NGOs, donors and government counterparts. In that regard, the Humanitarian Programme Analyst on Sexual and Reproductive Health will work / collaborate closely with Ministry of Health and Inter-Agency Refugee Health and Nutrition Working Group (including also other UN sister Agencies, such as WHO, UNAIDS, UNICEF, UNHCR, IOM, UN Women and other partners), actively participating in joint health coordination meetings and providing inputs and feedback on jointly developed documents related to refugees crisis response.
The Humanitarian Programme Analyst on Sexual and Reproductive Health will also provide support in assessing the needs and further planning and facilitate the procurement and distribution of emergency ambulances, and emergency medical equipment for healthcare facilities, as well as IARH Kits (including medical devices, medicines and supplies), to respond to the SRH-related needs of the refugees, but also local population by increasing the resilience of the national health system to respond to SRH-related needs in the context of the refugee related crisis.
The applicant will also contribute, as needed, to designing the advocacy and awareness raising communication products targeting the refugees from Ukraine on the availability of lifesaving sexual and reproductive health services and on the referral mechanisms for accessing them in the Republic of Moldova (including on emergency maternal and newborn healthcare, family planning information and services, safe abortion and post-abortion care, STIs and HIV prevention, care and treatment, and clinical management of rape and care for survivors of sexual violence) and in addressing training needs of health providers, if further needed.

Job Purpose:
Moldova, which shares a 1,222 km long border with Ukraine, could be impacted by any escalation in conflict affecting Ukraine, particularly if Ukraine’s central or southern territories (including Odessa) would be affected. Any coordination effort to respond to a displacement crisis would also need to take into consideration that a large section of Moldova’s border with Ukraine is controlled by the de facto structures in the Transnistria region (25 out of 67 border crossings with Ukraine) and that many people would need to travel through a section of this territory before crossing the Nistru River.
In the context of significant numbers of refugees that might result from a potential major escalation of the conflict in Ukraine - UNFPA Moldova Country Office foresees to increase further its organizational capacity in providing support to the national Government, by increasing the resilience of the national health system to respond to SRH-related needs in the context of the refugee related crisis.
In that regard, the Humanitarian Programme Analyst on Sexual and Reproductive Health will assist the UNFPA Moldova Country Office in planning/ designing, implementing, as well as monitoring and reporting the results of the realized SRH-related interventions in the Republic of Moldova targeting mainly refugees from Ukraine, but also local population impacted by the refugee crisis.
The Humanitarian Programme Analyst on Sexual and Reproductive Health will work in close collaboration with the Humanitarian Team and also UNFPA Moldova CO Programme, Operation and Communication staff, developing strong, collaborative relationships across the organization to ensure an integrated response, and also partnership with external partners. In carrying out his duties, the Humanitarian Programme Analyst on SRH will ensure the application of effective programme planning, monitoring and evaluation principles; identify bottlenecks and devise strategies to address them and ensure application of a resilience approach in the humanitarian response in the context of the SRH-related programmatic interventions implementation; provide leadership to ensure that technical knowledge is updated and disseminated for effective implementation; and strengthens partnerships for effective implementation and collaboration with the governmental institutions and other humanitarian related stakeholders.
You would be responsible for the following tasks:
- Ensures regular follow-up of the refugees crisis related situation and response actions in the Republic of Moldova, with particular focus on sexual and reproductive health related needs;
- Undertakes missions at the national and subnational level and conducts situational analysis to determine needs and gaps for programming and response to SRH-related needs in the context of the refugee related crisis; and where appropriate, ensure SRH-related issues are integrated in other key assessments conducted at the national level in the context of the refugee related crisis;
- Proactively advocates for inclusion of SRH-related issues in relevant national frameworks, policy documents and plans with focus on addressing the need of refugees from Ukraine, but also local population impacted by the refugee crisis;
- Ensures planning and facilitates the procurement and distribution of emergency ambulances, and emergency medical equipment for healthcare facilities, as well as IARH Kits (including medical devices, medicines and supplies), to respond to the SRH-related needs of the refugees, but also local population by increasing the resilience of the national health system to provide MISP for SRH care in alignment with SRH-related needs in the context of the refugee related crisis;
- Contributes to designing the advocacy and awareness raising communication products targeting the refugees from Ukraine on the availability of lifesaving sexual and reproductive health services and on the referral mechanisms for accessing them in the Republic of Moldova (including on emergency maternal and newborn healthcare, family planning counselling and services, safe abortion and post-abortion care, STIs and HIV prevention and treatment, and clinical management of rape and care for survivors of sexual violence);
- Undertake measures to address the training needs of healthcare providers related to Advanced Life Support in Obstetrics (ALSO) as part of the SRH-related response to the refugee crisis, and in general if further needed – related to MISP for SRH in Crisis, and Clinical Management of Rape;
- Identifies opportunities for mobilizing and leveraging resources in addressing SRH-related needs of refugees from Ukraine and local population impacted by the refugee related crisis, actively contributing to development of the fundraising applications and to reporting to donors, as needed in that regard; and strengthening partnerships with civil society, government and other partners whilst increasing the resilience of the national health system to respond to SRH-related needs in the context of the refugee related crisis;
- Significantly contributes to regular progress reports and SitReps drafting, and document lessons learned and share with the UNFPA Country and Regional Offices, UNCT, and other units as necessary;
- Contributes to ensuring the visibility of SRH-related UNFPA support in refugee crises context, including support in developing the content to be posted on websites, press releases, other visibility tools;
- Ensures effectiveness and efficiency of the Humanitarian SRH-related programme interventions, through their timely planning and smooth coordination of their execution, in collaboration with implementing partners and in strong cooperation with relevant partners (Ministry of Health, Inter-Agency Refugee Health and Nutrition Working Group including UN Agencies active on the ground, INGOs, other partners);
- Supports Humanitarian SRH-related programme interventions budgeting and tracking implementation of activities in line with assigned budgets;
- Ensures the implementation and compliance to UNFPA policies, strategies, guidelines and tools during Humanitarian SRH-related programme interventions implementation;
- Contributes to the achievement of Humanitarian SRH-related programme interventions set results by ensuring appropriate monitoring and evaluation mechanisms and systems that are established and implemented;
- Has solid working relationships with other members of the UNFPA Moldova Humanitarian Team, working in collaboration with UNFPA Moldova Country Office Programme, Operation and Communication staff, and all humanitarian partners and agencies focal units towards Refugees Crisis Response in Moldova, including by representing UNFPA in the Inter-Agency Refugee Health and Nutrition Working Group meetings, to ensure that SRH-related issues are adequately considered as needed;
- Carry out any other duties as may be required by the supervisor and UNFPA Moldova Country Office Management.
Qualifications and Experience
Education:
- Advanced University Degree in Medicine, Public Health, or relevant Social Science.
Knowledge and Experience:
- At least 2 years of professional experience at the national and sub-national level in the area of sexual and reproductive health, is required;
- Field experience related to preparedness and response to public health emergences and/or humanitarian contexts, and ability to develop and coordinate program interventions that target refugees and their host communities, will be an advantage;
- Knowledge and understanding of programme/project management, planning, implementation, monitoring and reporting, as well as smooth cooperation with Government, NGOs or with other United Nations Agencies, is required;
- Good analytical and reporting skills, as well as time-management, being able to delivering results on time, even under stress, is required;
- Demonstrated advocacy, leadership, facilitation, team work and interpersonal skills, having ability to networking and establish harmonious relations in an international and multicultural environment, both within and outside UNFPA, is required;
- Proficiency in the latest office software applications, including management of information system(s); ability to familiarize with ERP (Atlas) and other web-based integrated IT systems, are required.
Languages:
- Fluency in English and Romanian is required.
- Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
