Training Needs Assessment expert for the Moldova Energy Efficiency Project

NTU is currently implementing the EIB-financed project - Technical Assistance to the preparation and implementation of the Energy Efficiency project in the Republic of Moldova that has as objective to improve energy efficiency in public buildings, both municipal and state-owned, across the country.

We are looking for a Training Needs Assessment expert to support the team and to assess the training needs of main stakeholders involved in the implementation of the Moldova Energy Efficiency Project (MEEP), and Pilot projects funded from it. Furthermore, the expert will develop a plan for the training program for identified key staff of beneficiaries.

The specific objectives of the assignment are:

  • prepare an assessment methodology for the training needs assessment
  • undertake a training needs assessment and identify the main gaps for capacity building of relevant staff of MEPIU, EEA and medical institutions covered in the Pilot projects
  • prepare a training plan based on the undertaken needs assessment
  • produce a brief Training needs assessment report

Minimum requirements for the candidate: 

Skills and qualifications:
• A university degree in the field of social sciences or other relevant education
• Full working knowledge of English, knowledge of local language (Romanian or Russian) is an advantage

General experience:
• At least 10 years of relevant professional experience, including 5 years of international experience

Specific experience:
• At least five (5) years of prior work experience in the field of training and training needs analysis
• Experience with carrying out at least 2 training need analyses
• Knowledge on the topics of energy efficiency in public buildings (specifically health care facilities) and program implementation are an advantage
