Dexis Consulting Group seeks qualified Moldovan nationals for the following short-term technical assistance to the Agency for Court Administration (ACA) of the Ministry of Justice (MOJ) of the Republic of Moldova, as defined below.

Background:The purpose of Justice and Anti-Corruption Reform Activity (JARA) Project is to support the Moldovan Government’s efforts to implement justice reform and promote its anti-corruption commitments. Support will contribute to the establishment and operation of a mini-secretariat to monitor the implementation of the Justice Development Strategy for years 2022-2025 (hereinafter referred to as the Justice Strategy) and its corresponding Plan; pursue implementation of specific activities from the Justice Strategy and Plan, including targeted assistance for the extraordinary evaluation of judges and prosecutors; and advance anti-corruption reform through implementation of specific commitments. JARA planning is driven by four primary objectives which are: 1) Support the establishment of a short-term mini-secretariat to monitor implementation of the 2022-2025 Justice Strategy and its corresponding Action Plan; 2) Support in training judges on specialized financial topics, as well as complementary support for the vetting process; 3) Legislative and analytical expertise to the main anti-corruption institutions - the National Anticorruption Center (NAC) and the Anti-Corruption Prosecutor’s Office (APO); and 4) Raising awareness and strengthening visibility of anti-corruption efforts among the general public through civil society.

 Assignment: The Agency for Court Administration (ACA) is the governmental agency responsible for the coordination and management of the courts in Moldova. ACA is subordinated to the Ministry of Justice and its mandate is focused on: ensuring the organizational and functional activity of the Moldovan court system via offering advice on standardization and efficiency of courts’ activities; coordinating the court system’s planning of budgets and investments; offering assistance on keeping the record of legislation and courts’ case-law; collecting, analyzing and systematizing the judicial statistics; managing, maintaining and upgrading the judicial information system. In the framework of this assignment, the National Consultant on Judicial Statistics and Development of Judicial Information System will provide expert support to ACA in fulfilling its duties related to the process of collection, analysis, systematization, and reporting of statistics pertinent to the judiciary and functioning of the court system; advice on and recommend strategies to increase the effectives of courts based on collected and analyzed statistical data and information; contribute to the collection of statistics and reporting to various international courts management and administration entities and instruments (CEPEJ, SIGMA, TAIEX, GRECO and others); and assist with coordinating the review of ACA incoming inquiries related to the provision of statistics concerning the functioning of the court system.

Tasks and Activities: Under this assignment, the Consultant will perform the following tasks and activities:

  • Collects, analyzes, systematizes statistical data and information pertinent to the activities of the judicial system and the courts.
  • Drafts analytical and narrative reports based on ACA’s mandate.
  • Advises and recommends strategies and action plans to increase the effectiveness of courts.
  • Contributes to the analysis of statistics and reporting to various international courts management and administration entities and instruments.
  • Coordinates the review of ACA’s incoming inquiries related to the provision of statistics concerning the functioning of the court system.
  • Supports ACA’s leadership with the implementation of other statistics related ad-hoc taskings and requests.
  • Manages the creation, use and keeping track of the informative content of ICMS (PIGD) as well as ensure the system’s functionality.
  • Ensures the review of requests and recommends the development of the Judicial Information System.
  • Advises on the elaboration and implementation of institutional policy documents related to the Judicial Information System

Supervision: The Consultant will report to the Task Order Lead and/or his/her designee.

 

Level of Effort: The anticipated level of effort of this consultancy is the equivalent of 100 working days. The total level of effort of this consultancy can be supplemented with additional workings days, should consultancy services be needed beyond the initial period or requested by Dexis counterparts.

Location and Period of Assignment: Chisinau. Moldova. The Consultant will carry out the work in accordance with the number of days listed above. The estimated period of performance is from date of contract signing through December 2024.

Minimum Requirements:

The Consultant will meet the following criteria:

  • An advanced university degree in law, public administration. Those with initial and advanced degrees in the above noted subjects will be given preference. A university degree with additional professional experience in lieu of the advanced university degree may be considered.
  • At least 2 years of experience within justice sector institutions, public administration, or non-governmental area with the focus on statistics collection, analysis, and reporting and management of information systems.
  • Strong skills in data and information gathering, analysis, synthesis, and reporting.
  • Knowledge of national civil, criminal, and administrative procedural rules and regulations.
  • Training in information technologies would be an advantage.
  • Understanding of the functioning of Integrated Case Management Program (PIGD) would be a strong advantage.
  • Ability to meet deadlines and deliver on ad-hoc inquiries.
  • Fluency in Romanian. Knowledge of English will be an advantage.

Reporting:  The working languages will be Romanian and reporting language will be English. All deliverables should be submitted to the Dexis Technical Director or his/her designee.
