Project Goal
To contribute to improve access to education, enhance protection and address basic needs of Ukraine refugees and host communities in Moldova
Project Outcomes
- Outcome 1. Strengthening the lifesaving and protective environment for girls, boys, and women affected by the crisis Vulnerable men, women, boys and girls feel safe and protected
- Outcome 2. Households are able to cover their essential needs
- Outcome 3. Crisis – affected children have improved access to education
Direct beneficiary
13,500 (direct beneficiaries): 9,450 (70% refugees) and 4,050 (host community) - primary focus on girls, boys and women

Baseline Purpose
The objective of the baseline survey is to benchmark the indicators of this project at the beginning of the project
Primary Methods
- Quantitative survey
- Qualitative interviews and focus groups with key stakeholders Document review including relevant secondary data
Expected Outputs/ Deliverables
The expected deliverables throughout the process of baseline evaluation include:
- An inception report for the planned baseline of 10 pages, including a detailed section on quantitative and qualitative methodology, sampling plan and tools (without annexes) to be submitted within 10 days after the contract is signed Data analysis plan and timeline.
- A draft report of the baseline of 20-30 pages maximum (excluding annexes), including a draft executive summary of the assessment of the results. A 2–3-page executive summary of the key findings
- A presentation of the benchmark and key findings to World Vision, at which key internal staff should be present.
Required Qualifications and Expertise of the Consultant/Consultancy firm
- Previous experience in monitoring, evaluating, or research exercises in Eastern Europe, including primary data collection.
- Have proven experience conducting qualitative and quantitative multi-sectoral needs assessment exercises and have access to technical expertise related to sectors under study.
- Proven capacity to engage an experienced team to carry out data collection.
- Have a good knowledge of data collection software (such as Kobo, SMAP) and statistical packages (such as SPSS) and advanced analysis skills excellent report-writing skills
- Capacity to arrange all logistical and security arrangements independently for fieldwork (the contracted service provider is expected to organize its logistics and security arrangements).
- Ability to meet deadlines and maintain high-quality output while working under pressure and time constraints
- To provide a list of 3-5 references for previous similar work conducted.
