Organizational Setting: FAO is implementing an emergency programme in Moldova to support vulnerable people living in rural areas with required agriculture inputs for the planting season and technical assistance on sustainable and resilient agriculture production. The aim of the Emergency Program is to mitigate the negative effects of the multiple crisis on agri-food systems. The activities will be implemented through three different projects with harmonized performance indicators and synergized outputs. 

Reporting Lines: The National Drought and Climate Change Adviser will perform duties under the overall supervision of the Assistant FAO Representative in Moldova, the technical supervision of the Agriculture Officer at the Regional Office for Europe and Central Asia and in collaboration with the relevant departments of the Ministry of Agriculture and Food Industry.

 

Tasks and responsibilities:

The main role of the National Drought and Climate Change Adviser is to support the Ministry of Agriculture and Food Industry (MAFI) in developing strategies to address drought and other climate-hazards in the context of climate change.

The national drought and climate change expert will perform the following tasks and responsibilities:

  •  In close collaboration with the national agriculture policy adviser, conduct a review of the agriculture exposure and vulnerabilities to climate-risks and the current institutional mechanisms to respond to shocks;
  • On the basis of the review, prepare a monthly analysis/report on the evolving situation in the agriculture sector, focusing on climate-hazard, to be included in the policy brief prepared by the agriculture policy adviser;
  •  Act as focal point for the deployment of the Agricultural Stress Index (ASIS) at the meteorological institute and in particular facilitate the compilation of national georeferenced data for the calibration of ASIS to Moldova;
  • Compile relevant climate and agromet data to be used for analysis and reports in the agriculture sector (historical trend database);
  • Assist the Emergency Coordinator and LTO with required documents and arranging relevant meetings;
  •  Participate in trainings, workshops and other similar events with required expertise and presentations;
  • Support the Country office in the implementation of the project activities;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Qualifications

  • University degree in agriculture, business and administration, economy, or other relevant studies
  • Minimum 3 years of working experience in the relevant field
  • Proven experience in collecting and analyzing data, development of the technical specifications.   
  •  Experience in conducting desk reviews and research, including qualitative studies and baseline assessments, evaluations will be an asset.
  • Demonstrated work experience in the education sector with national/international institutions/organizations is a strong asset.   
  • Ability to review documents, collect and analyze information and ensure quality of final deliverables in Romanian and/or Engl.
