Oganizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the Ministry of Agriculture and Food Industry (MAFI) to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

Under the overall supervision of the Assistant Director General / Regional Representative, the technical supervision of the Lead Technical Officer (LTO) of the project and the National Technical advisor  and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) and the   Ministry of Agriculture and Food Industry (MAFI) of the Republic of Moldova and in close liaison with FAO Chisinau personnel, the recruited national consultant  will be responsible to undertake activities on measuring the changes in the level of  developed capacities and knowledge among  stakeholders of the Project.

Climate change adaptation, Agriculture, Capacity building and knowledge measurement

Tasks and responsibilities

The objective of the assignment is to undertake a survey to measure the changes in the level of knowledge among Ag.SAP Project target groups. This component will build on the above-mentioned substantial work that has already been conducted under the Project.

The consultant will:

  •  Undertake stocktaking exercise of implemented under the Project activities and actions, along with that of produced results and outcomes.  Identify the main climate change adaptation knowledge products the Project has produced (key documents, reports, policies, etc) and analyse targeted audience.
  • Based on the undertaken analysis design the scorecard/questionnaire that will capture the level of knowledge generated under different components of the Ag.SAP Project. The scorecard shall take the form of an online self-assessment questionnaire with a focus on the areas covered by the Ag.SAP Project and will measure the progress made in the capacity building (CB) and climate knowledge development during Project lifespan.  In designing the scorecard to consider and use Project LogFrame indicators referring to the CB and knowledge development (Outcome 2 and Outcome3).
  • Based on the developed scorecard conduct an online self-assessment survey of involved in the Ag.SAP Project stakeholders. Meet in person or online the stakeholders, if considered deemed for clarification or consultancy purposes.
  • The set of indicators/questions are to consider and align to the extent possible, with those of the Institutional Capacity Assessment survey. The ICA survey results shall serve (overall or partially) as a baseline for the knowledge level measurement at the end of the project.
  • Gather stakeholders’ feedbacks through the scorecard/questionnaire, analyse and process the information with a well visualised presentation of the results.
  • Undertake extensive analysis of agriculture sector CB and knowledge measurement survey results in a Report format based on relevant capacity and knowledge indicators characterizing individual, institutional and systemic capacity, and knowledge dimensions.  Collaborate with other Project consultants, particularly Gender specialist, to cover all working areas, particularly gender dimension. Clearly conclude on the progress made during Project implementation and against LogFrame indicators.
  • Upon producing the knowledge measurement Report, the Consultant shall perform online meetings with Project Sectoral Work Group and present the results. 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

  • An advanced university degree (Master’s degree or equivalent) in the relevant fields such as communication /journalism mass communication.
  • At least 5 years of experience in journalism, public information, campaign management and other relevant fields   
  • General knowledge of climate change and experience in undertaken climate-related surveys.
  • Ability of analytical work and excellent editing and writing skills in Romanian.
  • Dynamic and reliable personality with effective communication and networking abilities
  • Full proficiency in the use of modern communication tools and technologies, along the  use of  online tools for efficiently  reaching a wider audience;
  • Ability to disseminate information effectively and strategically.
  • Knowledge of English language
