Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the Ministry of Agriculture and Food Industry (MAFI) to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

The incumbent will work under overall supervision of the Assistant FAO Representative in Moldova, , direct coordination of the National Technical Advisor and technical guidance from the country office Communication Specialist and REU Communications Officer, the incumbent will perform the tasks in line with the prevailing FAO Corporate Communications policies and guidelines.

Tasks and responsibilities

The assignment is part of the Climate Change Adaptation knowledge management, information sharing and gender-sensitive communication outcome of the Ag.SAP Project, which aims to strengthen knowledge management and share mechanisms in the context of fragmented and incomplete information on climate change impacts and adaptation measures in agricultural sector of Moldova.  This Project component ensures that stakeholders are engaged and have relevant information available in a systematic way to increase their climate resilience.  

By organising dedicated awareness events on the importance of climate adaptation for agriculture sector of Moldova linked to food security and by communicating consistent and articulated messages on the impacts, risks, and technological solutions for climate resilience and adaptation, the Project’s aim is that these subjects gain prominence both for policymakers and the general public. Specifically, the National Communication Specialist will:

  • Collaborate with the project team in implementing Ag.SAP Project activities and communicate to the stakeholders involved and a wider audience on the Project’s main outcomes and achievements.
  • Implement communication activities, campaigns and elaborate information materials consistent with the Project Communication Strategy, in order to inform the stakeholders and the target audience about the climate change adaptation planning to reduce vulnerability to climate variability and change at local and central levels in Moldova’s agriculture sector.
  • Provide support to the Project team in articulating the messages on the impacts and risks of climate variability and change and the proposed solutions available for adaptation in the agriculture sector and disseminate them to all relevant stakeholders and target audiences.
  • Collaborate with TNA component of the Project and systematize the information and best technological practices to produce a repository of agriculture adaptation technology projects, publications and tools.
  • Guide the National specialist on Community of Practice (CoP) on communicating with the audience and promote CoP platform and its messages.
  • Collaborate with consultants on knowledge and CB survey and support them in conducting the survey for the targeted audience.
  • Develop and introduce a practical Guide of communication methods and techniques, in line with the principles of good governance, accountability and transparency, including media monitoring sheets, press releases, scripts for press conferences, briefing templates and other relevant tools. Align the content of the Guide with communication requirements under the ten top criteria for FAO information products Indicator Guide.
  • Provide required support to FAO country office on communication activities, including preparation of the visibility materials, press releases and raising awareness events.
  • Other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

  • An advanced university degree (Master’s degree or equivalent) in the relevant fields such as communication /journalism mass communication;
  • At least 5 years of experience in journalism, public information, campaign management and other relevant fields    
  • Proven experience in similar positions in UN Agencies will be considered an advantage;
  • Excellent editing and writing skills;
  • Full proficiency in the use of modern communication tools and technologies to improve website efficiency for reaching a wider audience;
  • Fluency in oral and written English, Romanian and Russian
  • Excellent oral and written communication skills in English and Romanian
  • Proficiency in standard computer software.
