Who we are:
The European Union Partnership Mission in the Republic of Moldova (EUPM Moldova) is part of the Common Security and Defence Policy (CSDP) which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU's comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.
EUPM Moldova was established on 24th April 2023 by the Council of the European Union in response to a request from the Moldovan Government to the EU to support the Moldovan authorities in contributing to enhancing the resilience of the security sector of the Republic of Moldova in the areas of crisis management and hybrid threats, including cybersecurity, and countering foreign information manipulation and interference. EUPM Moldova Headquarters are currently located in Chisinau and the Mission is progressively increasing its presence in the host country. In this perspective, EUPM Moldova is looking for Local Staff to support its operations in the Republic of Moldova. The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.
General Requirements & Eligibility:
Applicants should:
- Enjoy full civil rights and do not have any criminal record (a certificate will be required before any
employment offer); - Be in possession of Moldovan citizenship and/or of a valid residence and work permits according to
Moldovan laws; - Be physically fit to perform the duties relating to the post (a medical certificate will be required before
any employment offer); - Have fulfilled any obligations imposed by the laws concerning military service.

through the Chief of Staff (CoS). To be able to carry the required tasks effectively, s/he will closely
cooperate with CoS and Heads of Departments.
Duties and Responsibilities
The Head of Mission’s Secretary/Administrative Officer will be required, in accordance with the EUPM Moldova mandate, Code of Conduct and the General Service Conditions for locally recruited staff, to perform the following tasks:
• Assist HoM with the daily management of HoM’s office and corresponding tasks;
• Manage HoM’s calendar of meetings and appointments;
• Perform administrative and secretarial duties, draft letters, memos and other requested documents;
• Set up and maintain an effective document management system;
• Support in the development and implementation of administrative policies for HoM’s Office and contribute to Mission administrative policies;
• Receive and distribute all correspondence as routed by HoM to the appropriate internal/
external recipients and monitor follow-up. Maintain quality control of such correspondence;
• Develop and maintain office administrative systems, both physical and electronic, for HoM;
• Ensure the proper protocol is implemented and followed during official meetings and events;
• Translate/interpret interactions with local stakeholders as and when required;
• Follow up on all travel schedules for HoM, including liaising with HR, Mission Support and Security for authorization, entitlements, flight reservations etc.;
• Manage HoM’s representation expenses and supporting documentation;
• Liaise with Mission counterparts and stakeholders as requested, arrange booking of facilities,etc.;
• Organize and monitor the system of weekend duties;
• Deal with information with utmost confidentiality and discretion;
• Perform any other task as requested by HoM and/or Chief of Staff.
Qualifications and experience
Eligibility criteria:
• Enjoy full civil rights and do not have criminal record;
• Be in possession of Moldovan citizenship and/or of a valid residence and work permits according to Moldovan laws;
• Be physically fit to perform the duties relating to the post;

• Successful completion of a full course of university studies attested by a Bachelor’s degree in Public Administration, Political Science, International Relations, Law, Social Sciences, Diplomacy, Philology, Humanities or a closely related field of study, where the normal duration of university education in the country awarded is three (3) years or more;
• After having obtained the Bachelor’s degree, at least two (2) years of relevant and proven fulltime professional experience.

The Security Assistant will report to the Senior Mission Security Officer through Mission Security Officer. As part of the Security and Duty of Care Department (SDCD), s/he will contribute to the efficient and effective running of the security tasks.
Duties and Responsibilities
The Security Assistant will be required, in accordance with the EUPM Moldova mandate, Code of Conduct and the General Service Conditions for locally recruited staff , to perform the following tasks:
• Assist in the implementation of security operations and all matters relating to the safety and
security for EUPM Moldova personnel;
• Assist SDCD in assessing, collecting, updating and communicating information regarding the
security situation at the duty station;
• Ensure that all security and communications equipment is kept in a state of operational
readiness;
• Control Guard Force from the contracted private security company;
• Assist in the conduct of regular fire drills, communication tests and evacuation exercises;
• Assist in maintaining public security and order inside EUPM HQ;
• Assist in keeping the record of visitors and visitors procedures inside EUPM HQ;
• Assist in ensuring residential and office safety, and security preparedness;
• Support SDCD in the tracking of mission personnel movements in Area of Operations
according to prior arrangements and ensure proper communication;

• Act as a driver for the Mission;

The Press and Public Information Assistant reports to the Press and Public Information Officer (PPIO).
As part of the Office, the Press and Public Information Assistantshallsupport the efficient and effective
accomplishment of its functions through the development and implementation of press and public
relations activities as well as all associated administrative tasks.
Duties and Responsibilities
The Press and Public Information Assistant will be required, in accordance with EUPM Moldova’s mandate, Code of Conduct and the General Service Conditions for locally recruited staff, to perform the following tasks:
• Contribute to EUPM Moldova’s visibility by drafting content including news articles and
various other information materials for publication on the Mission’s website, social media
platforms, etc., and printing;
• Develop, draft and publish content for EUPM Moldova’s internal communication channels;
• In coordination with external suppliers/contractors, manage, maintain and update EUPM
Moldova’s external and internal communication channels;
• Contribute to organising and promoting EUPM Moldova’s public events and outreach
activities as well as media events;
• Support the planning, administration and organisation of meetings, workshops and events
with EUPM Moldova’s interlocutors, local partners and international organisations;
• In coordination with the PPIO, monitor Moldovan media to prepare and disseminate media
digests regularly;
• Assist with the PPIO’s records management, which is to record, file and maintain documents
and data in an appropriate format in databases, adhering to EUPM Moldova’s cyber security
and data management standards;
• Support the PPIO in managing the budget, procurement processes and
contract/tender/designs for EUPM Moldova’s visibility items and maintain professional
working relations with external suppliers/contractors;
• Advise other units in EUPM Moldova on the purchase of visibility items, manage and maintain
the e-catalogue and stocks of visibility items;
• Provide translation of public information content, press releases, social media products,
briefing notes, minutes, reports and other written materials from English to Romanian and
Russian and vice-versa;
• Perform interpretation in simultaneous and consecutive mode from English to Romanian and
Russian and vice-versa during meetings, events, presentations and also during possible duty
trips, if needed;
• Perform administrative tasks, draft e-mails, memos, letters and other requested documents
as required by the PPIO;

The Human Resources Assistant will be required, in accordance with the EUPM Moldova mandate,
Code of Conduct and the General Service Conditions for locally recruited staff, to perform the
following tasks:
• Assist the HR Officer(s) with the daily running of the Unit;
• Carry out all human resources related tasks and assignments, in co-ordination with the HR
Officers;
• Assist in the staff recruitment and selection processes;
• Maintain duty rosters and HR Unit’s databases, insert data and make requested queries,
update and disseminate personnel data as appropriate;
• Organise and maintain the HR Unit’s records management systems;
• Draft memos, employment letters, and other HR-related documents, fill up forms and scan
documents;
• Provide advice, guidance and support to staff on personnel related matters;
• Coordinate communication with local authorities and agencies, insurance companies and

The CIS Technician (Helpdesk & Support) reports to the (international) CIS Officer(s). As part of the CIS Unit, s/he will contribute to the efficient and effective running of the Unit tasks and the Mission Support Department.
Duties and Responsibilities
The CIS Technician (Helpdesk & Support) will be required, in accordance with the EUPM Mandate, Code of Conduct and the General Service Conditions for locally recruited Staff members, to perform the following tasks:
• Assist in the configuration, operation, technical management and maintenance of all CIS
hardware and software;
• Assist in the installation, configuration, administration and maintenance of all CIS software,
systems and devices;
• Assist in the implementation of back up policies, safe storage of critical data;
• Assist in analysing, identifying and resolving user problems;
• Ensure a prompt delivery of technical services, help desk support, standardization, preparation
and maintenance of applications, diagnosing and resolving reported technical issues;
• Provide support for all CIS related issues, organise repair and replacement of CIS related
devices/equipment, ensure the proper functioning of all CIS equipment in his/her area of
responsibility;
• Contribute to the support and training for users of various applications/software;
• Assist in the preparation of requisitions for required materials and services within the Mission;
• Monitor the implementation of the guidelines and procedures for CIS support;
• Provide reports of executed tasks and status of CIS support to his/her supervisors and give
recommendations where needed;
• Provide telephone, on-line and on-site assistance with problems relating to the use of CIS
equipment and software (e.g. e-mail, word processing, spreadsheets, presentation packages,
database applications, Internet browsers, workstation operating systems, radios, telephones
etc.);
• Configure and install new hosts (e.g. computers, servers, network devices etc.) and hardware
(e.g. printers, scanners etc.) in the LAN environment and prepare them for use with serverbased network services, in accordance with CIS standards and SOPs;
• Ensure that the Mission’s CIS assets are used optimally and efficiently and make
recommendations as required;
• Deal with information with confidentiality and discretion;
• Perform any other task as requested by the Line Managers.
Qualifications and experience
Eligibility criteria:
• Enjoy full civil rights and do not have criminal record;
• Be in possession of Moldovan citizenship and/or of a (still) valid residence and work permits
according to Moldovan laws;
• Be physically fit to perform the duties relating to the post;
• Have fulfilled any obligations imposed on him/her by the laws concerning military service;
• Successful completion of the secondary education attested by a diploma;
• After having obtained the diploma, at least three (3) years of relevant and proven full-time
professional experience in Information and Communication Technology.
Essential criteria:
• Excellent communication skills of English, Romanian and Russian;
• Excellent computer skills in Microsoft Office applications (Excel, Word, Power Point, Access);

The Driver reports to the Transport Officer. As part of the Logistics and Transport Unit, s/he will contribute to the efficient and effective running of the transport-related tasks.
Duties and Responsibilities
The Driver will be required, in accordance with the EUPM Moldova Mandate, Code of Conduct and
the General Service Conditions for Locally Contracted Staff Employed by EUPM Moldova, Serving in
Moldova, to perform the following tasks:
• General driving duties, involving light vehicles (4WD and mini vans);
• Perform driving and transportation services (people, documents and cargo);
• Be responsible for the routine upholding of the Mission’s owned and rented vehicle fleet by
checking assigned vehicles on a regular basis;
• Carry out the daily first line vehicle servicing and maintenance;
• Complete the necessary transport-related documentation;
• Strictly comply with instructions as issued by the Transport Officer;
• Assist in the distribution of vehicle equipment and supplies throughout the Mission area by
complying with the instructions of the Transport Officer;
• When requested, to perform duties in smart attire (black suit, white shirt and tie);
• Handle information with confidentiality and discretion;
• Perform any other tasks as requested by the Line Managers.
Qualifications and experience
Eligibility criteria:
• Enjoy full civil rights and not to have a criminal record;
• Citizenship of Moldova and/or holding permanent resident and work permits according to
Moldovan laws;
• Have fulfilled any obligations imposed on him/her by the laws concerning military service;
• Successful completion of the secondary education attested by a diploma;
• After having obtained the secondary education diploma, at least two (2) years of relevant and
proven full-time professional experience;
• Have a thorough knowledge of Romanian language and working knowledge of English
language;
• Be in possession of a valid driving license of category B, including clean driving history.
Essential criteria:
• Be physically fit to perform the duties relating to the post;
• Outstanding knowledge of Chisinau area and good geographical knowledge of Republic of
Moldova;
• Solid mechanical skills on vehicles;
• Flexibility in the execution of tasks beyond regular duty hours, on weekends, and ability to

The Finance Assistant will report to the (international) Finance Officer(s). As part of the Finance Unit, the Finance Assistant will support the Unit and will contribute to the efficient and effective accomplishment of the assigned tasks.
Duties and Responsibilities
The Finance Assistant will be required, in accordance with the EUPM Moldova mandate, Code of
Conduct and the General Service Conditions for the locally recruited staff, to perform the following
tasks:
• Perform the secretarial tasks for the Unit and all the administrative tasks related to the
financial activities;
• Archive documents (both physical and electronic) in order to allow a fast and easy access to
information;
• Safe keep financial supporting documents;
• Assist in preparation of monthly payroll for international and local staff members;
• Issue debit notes to suppliers;
• As directed, establish and maintain working contacts with local banks and other relevant
counterparts;
• Ensure the observance of the financial procedures, of the controls and the internal rules of
the Mission;
• Verify, register and give the initial approval to the commitments of expenditure;
• Examine submitted transactions, and conduct checks before processing payments;
• Review the accuracy and eligibility of supporting documentation related to (duty) travel claims
and invoices, and process them;
• Process payments in accordance with the EU Financial Regulations and Mission Standard
Operating Procedures;
• Perform the accounting entries of the transactions on a daily basis, as instructed by the Line
Managers;
• Contribute to the budget construction, under the supervision of the Line Managers;
• Act as a custodian for petty cash;
• Perform the VAT recovery related tasks and handle the relevant correspondence;

• To serve as official verbatim interpreter by providing simultaneous and consecutive
interpretation from Romanian into English, Russian into English, and vice versa;
• To provide high quality translation from Romanian into English, Russian into English, and vice
versa, of different documents and written material;
• To provide proof-reading, editing and quality control over carried out translations;
• To establish and maintain a proper archiving/filing system for translations and other
documents;
• To compile terminology to be used in translations and apply the relevant terms consistently;
