Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The IOM mission in the Republic of Moldova is in the process of identifying experts from the diaspora of the Republic of Moldova with the aim of supporting the Ministry of Labor and Social Protection of the Republic of Moldova (MLSP) in the process of institutional reform and European integration.

Nature of the consultancy Consultant on project management  

The overall task of the incumbent is to assure effective management and coordination in support of various aspects of the reform projects undertaken by the Ministry of Labor and Social Protection. The incumbent will be responsible for planning, organizing and executing projects within the specified timeframe and budget while ensuring the desired outcomes, deliverables and benefits are achieved.

Project Context and Scope:

IOM Moldova’s vision prioritizes the need to leverage the positive impact of migration on Moldova’s socio-economic development through strengthening the capacities of relevant public authorities for ensuring an effective country’s diaspora engagement policy design and management, and through designing and implementation of innovative instruments for better engagement of the diaspora in country’s development and harnessing other benefits of migration for the country’s development.

Migration waves, which started in the 1990s, have led to an outflow of Moldovan nationals, with a quarter of the population residing abroad (approx. 840 000 pers., NBS; UN DESA and IOM estim.: 1 mln). The resident population stood at 2.6 mln persons in early 2022 (versus 4.4 mln in 1991), decreasing by 190,000 persons in the last 5 years, while the population growth rate is negative (-1.8% p.a.) due to low fertility and rapid ageing. In the last four years, the share of migrants aged 18-29 years increased to 66% from 55%. The main drivers of such massive migration are socio-economic: poverty, lack of adequate employment opportunities and low salaries, as well as the allure of higher living standards and opportunities abroad. Lack of economic opportunities is a major cause of migration and the reluctance to return especially for the younger population, emphasizing the close relationship between migration and development (socio-economic, democratic and infrastructure, among others).

Many diaspora members are well integrated abroad, yet they yearn to re-connect with the homeland and to contribute to its prosperity with skills and resources. Diaspora plays an important role as vector of change and supporting the reform and keeping the EU-integration path of the country, through active and informed participation in several rounds of parliamentary and presidential elections.

IOM is working to foster closer and more effective contacts between the Government and the diaspora, support, and protect the Moldovan citizens working abroad and develop suitable strategies aiming at minimizing the depletion of human capital and make the most of its diaspora’s resources.

One third of the Moldovan students are educated abroad, benefitting from enhanced access to knowledge, cultural experiences, networks, and further professional opportunities.  However, the benefits of migration are nearly matched by its negative impact on human capital development, de-skilling, brain-drain, but also expressed in irregular migration and exploitation, children being left behind by migrant parents, and broken families.  As 80% of medical graduates do not even enter the profession, many leaving the country, this worsens the medical services in rural areas, which feature 10 times fewer doctors per capita compared with urban areas. Moldova cannot afford to lose professionals and workforce anymore, nor the investments made in educating them. IOM is working on solutions to drive more investment in human capital development, fostering partnerships with countries benefitting from the attracted Moldovan talents and skills. IOM will work to unlock the potential of expatriated Moldovan professionals, such as migrant health workers to engage in areas such as telemedicine, short term assignments, and public health policy, as well as other areas such a reformation of the justice sector, investment attraction, innovation, public finance etc. The expatriated Moldovans’ skills and competences will be engaged in supporting Moldova’s EU accession and reformation process.

IOM is working support the GoM to encourage the short-term engagement/temporary return to Moldova of highly qualified practitioners and return of students and graduates from foreign universities by facilitating their policy input, academic engagement, assignments, and job placement. This approach will promote the circulation of innovative ideas and processes, expanding the social networks that can facilitate cross-border relations and capitalizing on the technical knowledge acquired within more advanced research and higher education systems, and/or work settings of the Moldovan diaspora in their destination country.

Against this background within the PRM financed project titled “Contribution to the IOM regional appeal for Ukraine and neighbouring countries – 2023”, IOM Moldova is looking for a qualified Moldovan diaspora expert, responsible for assuring effective management and coordination in support of various aspects of the reform projects undertaken by the Ministry of Labor and Social Protection. The incumbent will be responsible for planning, organizing and executing projects within the specified timeframe and budget while ensuring the desired outcomes, deliverables and benefits are achieved.

 

Organizational Department / Unit to which the Consultant is contributing:

Under the overall supervision of the Chief of Mission, and the direct supervision of the Migration and Development Programme Coordinator, the consultant will be responsible for providing effective and efficient support to the MLSP, within the framework of the PRM financed project “Contribution to the IOM regional appeal for Ukraine and neighbouring countries – 2023”.  

Category B Consultants: Tangible and measurable outputs of the work assignment

The main tasks of the expert would include five key areas:
A. Planning and coordination of reform projects:

  • Develop a comprehensive project plan that includes objectives, timelines, deliverables and resource requirements.
  • Coordinating with relevant stakeholders to ensure alignment and understanding of project objectives and requirements.
  • Establish and maintain effective communication channels with project team members, stakeholders and partners.
  • Monitoring the progress of the project, identifying risks and problems and developing strategies for solving them in a timely manner.
  • Regular reporting to senior management on project status, milestones and achievements.

B. Resource management:

  • Identifying and allocating the appropriate resources (human, financial and technical) needed to implement the project.
  • Collaborate with HR and Procurement departments to recruit and onboard project team members and consultants as needed.
  • Optimizing the use of resources and managing dependencies between different project activities.
  • Monitoring the project budget, tracking expenses and ensuring compliance with financial guidelines and regulations.

C. Stakeholder Engagement:

  • Building and maintaining effective relationships with internal and external stakeholders, including government agencies, international organizations and civil society groups.
  • Conducting stakeholder analysis to identify their interests, expectations and potential risks or conflicts.
  • Facilitate regular meetings, workshops and consultations with stakeholders to gather information, feedback and support for project activities.
  • Ensuring stakeholder involvement and commitment throughout the project lifecycle.

D. Risk management:

  • Conduct risk assessment and develop risk mitigation strategies to minimize potential project disruptions.
  • Proactively identifying and addressing emerging risks, issues and challenges.
  • Develop and implement a robust change management plan to manage the impact of reforms on stakeholders.
  • Monitoring and evaluating the effectiveness of risk mitigation measures and adjusting strategies as appropriate.

E. Quality Assurance:

  • Develop and implement quality assurance processes and standards to ensure delivery of high quality results.
  • Conduct regular reviews and evaluation of project activities to assess their effectiveness and compliance with established standards.
  • Implementation of mechanisms for monitoring and evaluating the impact and sustainability of the project.
  • Incorporating lessons learned and best practices into future project activities.

Performance indicators for the evaluation of results

  • Brief monthly progess reports, including milestones achieved, risks identified and issues resolved, counter-signed by MLSP focal point and endorsed by IOM Moldovan Migration and Development Programme Coordinator;
  • Monthly timetable of performance counter-signed by the MLSP focal point.

Education, Experience and/or skills required

A. Education and Experience:

  • A bachelor's or master's degree in project management, public administration, business administration or a related field.
  • A minimum of 5 years of professional project management experience, preferably in the public sector or related fields.
  • Proven experience in successfully managing and delivering complex projects, including reforms or policy initiatives.
  • Fluency in Romanian language.

B. Knowledge and skills:

  • A good understanding of project management methodologies, tools and techniques.
  • Knowledge of labor policies and practices, as well as experience in reform projects, is a plus.
  • Excellent organizational and planning skills to manage multiple tasks and priorities.
  • Strong leadership and team management skills to motivate and guide project teams.
  • Excellent communication and interpersonal skills to effectively engage and collaborate with various stakeholders.
  • Knowledge of project management software and tools.
  • Fluency in Romanian language.
