Administration, Finance & Logistics Coordinator Moldova/Poland Libraries Without Borders

Founded in 2007 in France, Bibliothèques Sans Frontières / Librairies Without Borders (BSF) is today one of the leading NGOs working in knowledge and culture-based development in the world and supporting libraries in developing countries. We believe that access to information and the dissemination of cultures are two key – yet under-invested – components of human and economic development, and the enforcement of human rights.
Implementing programs and developing partnerships in over 20 countries, BSF supports local initiatives of libraries creation to promote education, access to information and culture and the conservation of cultural heritage. Position Objective:
BSF is seeking a dynamic and results-oriented Administration, Logistics and Finance Coordinator who will play an essential role within our team to support the development of BSF operations in Moldova and Poland and to ensure a high-quality program implementation.
Main Responsabilities:
Under the direct responsibility of the Country Representative for Moldova & Poland, the Administration, Logistics and Finance (AFL) Coordinator is responsible for ensuring rigorous administrative and financial management of the projects carried out in Moldova and Poland and the related HR and logistics issues, in compliance with the policies and procedures in force within BSF and with donor procedures. He/she will have functional links with the Logistics and Finance departments at HQ.
ACCOUNTING AND BUDGET MANAGEMENT
- To ensure compliance with internal procedures and donors administrative and financial rules and regulations (CDCS, AFD, UE and potential new projects)
- To ensure monitoring and analyses of the allocation of project HR and equipment,
- To develop administrative documents and budgets for projects,
- To monitor the monthly budget and develop project financial reports for donors in conjunction with HQ finance department,
- To keep local account and ensure regular requests for funds and cash forecast of the mission (cash book, cash forecast requests, follow up etc.)
- To contribute to the management of fund transfers and ensure the security of funds/cash in collaboration with the Country Representative.
SUPPLIES AND OPERATIONAL LOGISTICS
- To ensure the recruitment, the management of the logistics and administrative team including drivers (under service contracts).
- To ensure the follow up of driver's tasks and related responsibilities (on-board safety, management of vehicle tracking tools, minor repairs, fuel supply, cleaning).
- To ensure the follow up of safety measure for the office, guest house and all premises.
- To ensure purchases for operations in the mission: drafting and filing purchase requests, monitoring orders, receipts and dispatches according to BSF purchase process.
- To ensure compliance with BSF's internal procedures, in particular purchasing procedures, and validation thresholds according to donors.
- To participate in the monitoring of the context and security incidents in the area. If needed, suggest changes to the BSF security pack and policies.
ADMINISTRATION OF THE MISSION
- To ensure development of and adjustments to BSF procedures and internal regulations in Moldova.
- To ensure respect of archiving procedures of all official documents and agreements regarding programs, administration, registration with Moldovan authorities and donors’ procedures.
- To participate to the definition of human resources strategy and supervise the setup of an HR policy, recruitment processes and monitor the human resources regulations and framework in Moldova.
- To ensure regular communication with the lawyer and the accountant in Chisinau, for ensuring respect of Moldovan law and rules.
- To organize the rental of premises according to the mission needs: guest houses, office rental, etc. for BSF teams in Moldova and Poland.
Required Qualifications:
- Master’s degree in a relevant field (International Relations, Social Sciences, Finance, administration management or logistics).
- 3 years of successful experience in a similar position within an International NGO or equivalent.
- Knowledge of main institutional donors and financial rules of donors.
- Languages: Fluent in English; French, Romanian, Polish and/or Russian would be a strong asset
- Excellent writing skills and Excel software management
- Great sense of humor and good team member
Contract: 6 months fixed contract, renewable
Start date: As soon as possible (tentative start date : 1st of August 2023)
Location: Position based in Chisinau (Moldova) with regular movements to Warsaw, Krakow and potentially Paris (HQ)
Salary and benefits: Salary based on experience and BSF Moldovan branch salary scale including all fees requested by Moldovan authorities and administration.
