The Food Security and Livelihood Head of Project is responsible of providing overall management and supervision of Action Against Hunger's projects in Moldova, including regular analysis of progress against operational outputs and monthly budget reviews, thus ensuring corrective actions are taken when necessary. By coordinating with the FSL/Cash Technical Coordinator, reviewing management systems, and proposing appropriate improvements, she/he contributes to the coordination, standardization and quality of Action Against Hunger’s projects. She/he contributes to identifyingnew potential interventions in the mission.
She/he will work under the hierarchical and operational supervision of the FSL/Cash Technical Coordinator.
Key activities in your role will include
- Supervise, monitor and ensure the planning, implementation and quality of work throughout the projects activities in accordance with relevant humanitarian guidelines, policies and national and/or international standards, including standards in FSL, ministries, and Action Against Hunger’s guidelines and policies.
- Ensure that all the steps of the projects are agreed with local authorities, partners, and relevant stakeholders (including for approval, if needed).
- Carry out regular monitoring, evaluation, and analysis of progress against operational outputs in coordination with program Technical Coordinator and ensure corrective actions are taken, whenever necessary.
- Regularly evaluate and report on issues and risks arising from the project activities, including reputational risks, and contribute, in coordination with relevant departments, to develop and implement mitigation strategies and recommendations for operational improvements.
- Ensure the proper budget follow-up of projects and carry out regular budget reviews in coordination with project and finance teams and ensure corrective actions are taken, when necessary.
- Ensure the quality of projects in cooperation with the Cash/FSL Technical Coordinator and MEAL team.
- In collaboration with MEAL team, ensure the development of overall Results Frameworks /M&E Plans in all projects.
- Undertake regular travel to the areas of intervention engaging in on-site project monitoring and overseeing the implementation of activities at field level to ensure and enhance project effectiveness and quality.
- Manage, lead and support the project team to ensure agreed project objectives are met in an efficient and timely manner according to Action Against Hunger’s policies and procedures.
- Maintain overall oversight of administrative, financial, procurement, monitoring and evaluation and management systems of project team to ensure the timely, quality, and effective implementation of the project and projects activities.
- Support and advise the project team in the implementation of the projects; and facilitate the decision-making process.
- Ensure that the project team is collecting and properly archiving all support documents and sources of verifications.
- Work with the Cash/ FSL Coordinator to ensure that the functions of HR, logistics, finance and administration are supporting the needs of the project through inclusive planning and implementation of activities (HR plan, procurement plans etc.), and that Project staff understand and is following procedures and policies.
- Liaise with support departments for a smooth running of project activities.
- Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement.
- Contribute to and develop and maintain institutional and working relationship with government ministries, departments, local partners, UN agencies and NGOs.
- Ensure projects are coordinated with relevant agencies and stakeholders.
- Support the establishment of terms of agreements and MoUs with partners, ministries and others (in consultation with Cash/FSL Coordinator).
- Whenever needed, act as a link between the organization and its partners and ensure that partnership tools and mechanisms are in place.
- Ensure management, supervision and mentoring of staff within the area of responsibility, contributing to their capacity building and career development.
- Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
- Ensure team briefing/debriefing and follow up, including security, technical and Project briefings for new arrivals.
- Ensure all staff understands, respect and apply the Core Humanitarian Standards, Action Against Hunger Policy Papers, the Deontology and Plan anti-fraud, etc.
Do you meet the profile required criteria?
- University Degree in a relevant discipline (e.g., social sciences, economics, international development, or any related field).
- Solid knowledge and experience of Project Cycle Management and strategic planning.
- Proven knowledge and experience in report writing (preferably for ECHO, OFDA, SIDA, GAC, OCHA, AECID, UNICEF) is an advantage not necessary, but considered as an advantage.
- At least 1 years of professional experience and leadership in management and coordination of humanitarian projects, operations and team management.
- Experience in implementing emergency and/or Food Security and Livelihood interventions (principles, standards and coordination), monitoring and evaluation of projects, and grants management.
- Experience of leading assessments, and budget development of project is considered as an advantage.
- Proven experience in negotiating and advocating with authorities and stakeholders in a post-conflict context with a strong respect of local culture and tradition is considered an advantage.
- Gender mainstreaming and minimum standards in humanitarian sector.
- Protection mainstreaming and minimum standards in humanitarian sector.
- Accountability to Affected Populations Operational Framework.
- Coordination within and among departments.
- Effective and efficient implementation of multiple concurrent activities.
- Work under pressure with very tight deadlines.
- English language professional fluency, Romanian / Russian languages are required.
