The Role:
IWPR is seeking a full-time Project Officer, who will lead IWPR’s Moldova operations under the project ‘Building Resilience in the Eastern Neighbourhood (BREN)’. BREN is an IWPR initiative focused on providing support to civil society groups, with a focus on women’s rights groups across the South Caucasus and Moldova. BREN is supported by the UK Government’s Conflict, Stability and Security Fund (CSSF). The project is currently in the third year of implementation and is confirmed to continue until 31 March 2024.
The successful candidate will work as an independent consultant in close cooperation with the Project Manager in Tbilisi, country representative in Moldova and under the overall supervision of the South Caucasus & Moldova Regional Director based in Tbilisi, and IWPR Regional Director based in London.
The Project Officer will be responsible for overseeing project activities and outputs in Moldova, including sub-award management with local organisations, coordinating any technical assistance and capacity building with local groups, and overseeing local stakeholder relations.
In this role you will:
- Lead on the grant announcement, selection and contracting processes of grant recipients in Moldova;
- Establish and manage relations with grant recipients and act as a primary point of contact throughout the grant implementation;
- Oversee implementation of grants, and facilitate the reporting and monitoring and evaluation processes;
- Ensure due and timely reporting by grant recipients;
- Gather data and information for monitoring and evaluation purposes from grant recipients;
- Coordinate and provide support in delivering technical assistance to grants recipients;
- Liaise with the donor organisation and other stakeholders in Moldova;
- Implement the project communication strategy in Moldova;
- Contribute to strengthening a local and regional network of civil society organisations;
- Contribute to donor reporting and wider impact communications;
- Draft various documents, such as terms of reference, agreements and reports;
- Contribute to the organisation of project events and meetings;
- Coordinate with country representatives in Armenia, Azerbaijan and Georgia, as well as IWPR’s project staff in London.
Knowledge, Skills And Abilities:
- Degree level education in a relevant field;
- Minimum five years of experience in project management or coordination in a civil society and/or international organisation;
- Experience in managing sub-awards;
- Experience in working with budgets;
- Awareness of key challenges related to gender issues, disinformation, hybrid threats and conflicts in Moldova;
- Knowledge of basic monitoring and evaluation concepts and processes;
- Fluency in Romanian, Russian and English;
- Computer literate, including Microsoft Office and advanced knowledge of Excel;
- Excellent communication and reporting skills;
- Ability to work effectively in a team with people from very diverse backgrounds and cultures as well as all social levels, in an open-minded and non-dogmatic way;
- Ability to act with integrity and in accordance with the Institute’s values and obligations.
