ACTED is looking for a Transparency & Compliance Assistant (Audit).
Within the Country Transparency & Compliance Department in Chisinau, the Transparency & Compliance Assistant supports, on a risk-based approach, in areas of fraud prevention, internal and external audit and overall compliance internal control of the mission, supporting the tasks of the Country Transparency & Compliance Manager or Country Transparency & Compliance Officer.
Responsibilities:
- Support investigations pursuant to the Anti-Fraud, Bribery & Corruption policy of ACTED.
- Perform regular compliance checks and monitoring on documentation and activities of departments (programme and support), to facilitate monthly reporting of compliance issues to HQ.
- Support preparation of internal and external audit documentation.
- Help identify compliance risks and escalate identified compliance risks to the Compliance Officer and/or Compliance Manager.
- Support development of internal control framework to mitigate identified compliance risks.
- Develop, as part of the T&C training programme, training materials in Romanian and Russian languages to raise staff awareness of transparency and compliance-related matters.
- Ensure conformity of documentation with ACTED policies and procedures, donor guidelines and requirements and national legislation and regulations.
The T&C Assistant will provide support in the following areas:
- Conduct research as necessary.
- Carry out quote and invoice investigations through, for example, internet price searches, calls to suppliers, on-site visits.
- Facilitate Romanian- and Russian-language trainings and workshops on department-related topics.
- Digitisation and conformity check of documentation prepared by capital FLATS departments.
- Verification of area documentation and digitisation status.
- Engage capital and area FLATS departments for correction of identified conformity issues.
- Facilitate, as necessary, visits of external auditors to ACTED offices.
Technical Skills
- Full fluency in Romanian and Russian.
- Professional proficiency in English.
- Analytical skills.
- Proficiency with MS Office.
