Background:

The OSCE Mission to Moldova is currently implementing the Removal and Disposal of Dangerous Chemicals form Moldova project aimed to assist Moldova to reduce security and safety risks stemming from the storage of hazardous chemicals in a cooperative manner among right and left banks authorities. The OSCE  Mission to Moldova now is planning to conduct an assessment of Potentially Dangerous obsolete Chemicals at the indicated sites by Moldovan authorities and later launch an international tender to select the Contractor who will conduct the removal and disposal activities. The OSCE now requires services of individuals with relevant thematic experience to provide technical support during chemicals assessment and tendering procedures, contracting and to control execution of the transportation and disposal phase. Please note that this is a consultancy assignment of a temporary nature. The consultant will be required to travel and work from home.

Tasks and Responsibilities:

 The selected experts are expected to work in close co-operation with Conflict Prevention Resolution Programme staff of the OSCE Mission to Moldova and with other Moldovan and international experts. Consultants will be responsible for performing the following tasks:

  1.  conduct the assessment of potentially dangerous obsolete chemicals at the indicated sites in Tiraspol, Floresti and Costesti/Stinca (Riscani district);
  2. assist in finalizing the Terms of Reference for tendering procedure;
  3. assist in evaluation of bids, considering compliance of suggested technical solutions with Moldovan and international legislation and standards in the field of waste transportation and removal and environment protection, in particular, Basel Convention;
  4. provide technical and legal support during negotiations with a successful bidder, concluding contract, and establishment of execution framework;
  5. participate in liaising project activities with the Moldovan authorities as appropriate;
  6. assist in control of removal, transportation and disposal of chemical hazardous waste.

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

  • University degree in the field of Chemistry, Business Administration or similar, and/or trainings in Chemical, Biological and Radiological hazards;
  • Minimum 5 years of experience dealing with chemistry, waste management or contracting;
  • Proven practical experience in dealing with hazardous waste at international level;
  • Good analytical skills and ability to relate easily and openly within a team, self-motivation;
  • Excellent interpersonal and communication skills;
  • Good drafting ability to produce notes that are clear, concise and comprehendible to public officials and a wider public audience;
  • Professional knowledge of English, working knowledge of Romanian and Russian;
  • Computer literacy, including graphics software;
  • Gender-sensitive approach towards the assigned tasks;
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
