Background:

„Office for External Assistance Programs Management” (OEAPM) is a public institution that provides the necessary support to management structures, beneficiaries/partners of the cross-border and transnational cooperation programms, during the application and implementation of the given programs.

Basic Functions:

Project Associate performs its functions based on the job description and employment contract, and will perform its function on a full-time basis.

Specific Duties and Responsibilities:

  • Contribute to the proper execution of the Service Contract concluded between Joint Technical Secretariat (JTS) of the Joint Operational Programme Romania-Republic of Moldova and the OEAPM;
  • Perform tasks in compliance with Programme rules, the working procedures and JTS’s administrative orders and requests;
  • Providing technical support to OEAPM staff;
  • Conduct analysis to support OEAPM activities;
  • Support Team Leader in developing OEAPM plans and timelines;
  • Coordinate with other project staff to ensure timely completion of project activities;
  • Prepare reports, presentations as requested;
  • Manage data and information related to activities of the Service Contract;
  • Provide administrative support to OEAPM staff;
  • Provide support in organizing the visits at beneficiaries of grant contracts;
  • Participate in the projects monitoring process (including on-site visits);
  • Update and maintain office records and files;
  • Ensure the secretariat activities related to the external and internal communication (letters, emails) and archive activities;
  • Answer incoming calls, take messages, and respond to inquiries in a professional manner;
  • Perform clerical duties such as filing, data entry, and document preparation;
  • Provide on request relevant data and documents;
  • Coordinate logistics for Programme events;
  • Manage conference room bookings and coordinate catering for meetings and events;
  • Provides support in organizing events (drafting and sending letters, receiving confirmation, help-desk for the invitees).
  • Perform other relevant duties that may be required for proper Service Contract implementation.

 

Qualifications

  • Bachelor’s degree in international development, communication, international relations or related field
  • Minimum 2 year of proven work experience in projects financed from foreign assistance is required! Experience in Cross-Border or Transnational Cooperation Programs will be an advantage.
  • Excellent written and verbal language skills in English is required and Romanian,
  • Demonstrated ability in computer skills for word processing, databases, spreadsheets, and presentations (Microsoft Office applications preferred);
  • Proven competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality;
  •  Ability to work independently and collaboratively as an effective team member in a complex and fast-paced environment
  •  Exceptional organizational skills
  •  Demonstrated ability to interact professionally with culturally diverse staff, national stakeholders, potential beneficiaries/partners of the projects.
