The OSCE Mission to Moldova is looking for a LEAD NATIONAL CONSULTANT ON HEALTHCARE to provide training and mentoring for left-bank consultants on access to healthcare services on the right bank.  
Throughout 2020 and 2021, the Mission identified a lack of comprehensive information for Transdniestrian residents on healthcare services available on the right bank. This was outlined in the healthcare report commissioned by the Mission in 2020, and by lawyers engaged by the Mission on documentation issues. The COVID-19 pandemic further deepened this need, as more obstacles in accessing the Moldovan healthcare system emerged. 
For this purpose, throughout a five-month period in 2022, the Mission provided 139 consultations for Transdniestrian residents on the possibilities to benefit from healthcare services on the right bank. Based on the results and identified needs during the piloting, the Mission will continue this activity in 2023 and engage three left-bank consultants on healthcare issues in three different cities across Transdniestria. One right-bank consultant will provide necessary mentoring and support to the left-bank consultants. Consultations will be offered through relevant civil society organizations, which the consultants are engaged with. The consultants will deliver monthly reports and one final report, summing up the main issues raised by Transdniestrian residents during consultations. These issues will then be further addressed with the Moldovan authorities in 2024, jointly with the right-bank and left-bank healthcare consultants.
For this purpose, the Mission needs to contract one (1) experienced right-bank Local Consultant on healthcare to conduct two one-day training seminars for left-bank consultants and provide the left-bank consultants with mentoring and support related to healthcare services on the right bank.

Tasks and Responsibilities:

  1.  Conducting two one-day training seminars about the right-bank healthcare system for three left-bank consultants hired by the Mission;
  2. Conducting monthly meetings with the three left-bank consultants to exchange and share experiences and discuss outstanding issues;
  3. Offering regular mentoring to the three left-bank consultants throughout an eight-month period on questions related to accessing healthcare services on the right bank for Transdniestrian residents; 
  4. Submitting confidential monthly reports to the Mission, listing issues raised by left-bank consultants during mentoring sessions;
  5. Submitting one final report summarizing the most common issues addressed and recommendations for follow-up activities. 

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

  • Be member of a civil society organization on the right bank dealing with healthcare issues;
  • Have at least 3 years experience in dealing with healthcare issues on the right bank;
  • Have at least 1 year experience in dealing with access to healthcare on the right bank for residents of Transdniestria;
  • Fluency in Romanian;
  • Ability to communicate with left bank-consultants in Russian language;
  • Experience in drafting reports;
  • Gender-sensitive approach towards the assigned tasks;
  • Very dedicated to work undertaken;
  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
