Background
People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 30 years. From 2009 onwards, PIN has added development programs to its work in Moldova, building a vision and practices that keep people and communities at the canter of our work. Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, and Good Governance.
Position Summary:
The Communication & Advocacy Manager (CAM) supports communication and advocacy efforts in the country and ensures communication and advocacy strategies, positions and messages are up to date and in line with CP (Country Programs) strategy. She/he oversees the building of the CP’s public profile, visibility, media relations, and media-related crisis communications and internal communications for the CP. She/he represents PIN Moldova Mission toward internal and external stakeholders in advocacy and media-related matters.
Duties & Responsibilities
Management and planning:
- Develops and updates CAD (Communication & Advocacy Department) strategy in line with CP strategy;
- Monitors and evaluates the effectiveness of the communications and advocacy strategy and individual campaigns;
- Based on the CAD strategy prepares the annual communications & advocacy action plan and ensures timely implementation and reports about its progress to CP Director;
- Ensures that support provided by CAD at the CPs is coordinated and effective i.e. regularly updates CAD Support Guide and communication and advocacy tools;
- Participates in strategic debates together with CD and attends management operational, strategic, and regional meetings;
- Follows news, trends, and innovations in the field of communication and advocacy;
- Supports and supervise daily work of the CAD team in the successful fulfillment of their ToRs and individual action points/goals, resolves problems;
- Organizes regular meetings with CAD members, agreeing on priorities and follow-up;
- Attends or organizes regular meetings with other departments to ensure smooth cooperation and support;
Communication:
- Oversees and supports the development of CP communication frameworks, monitors the progress, and reports back to management;
- Oversees and ensures implementation of the annual and ad hoc publication plan (annual report, website, CP promotional materials such as CP strategy, leaflets, folders, etc.)
- Oversees production of CP visibility materials such as articles, social media outputs, videos and etc.;
- Together with CP PIN Moldova coordinates media outreach, press briefings, and interviews, provides talking points and other materials as needed for relevant staff, and responds to media inquiries quickly and effectively;
- Ensures that all relevant staff receives media training and is able to represent PIN in media.
Advocacy:
- Encourages and supports CD to develop regional and national advocacy strategies in line with global, regional, and country targets as well as CP strategy, monitors the progress, and reports back to CP management;
- Supports collection of evidence of need/impact, stories, photos, films, and development of other documentation needed such as fact sheets and position papers to communicate findings and recommendations effectively to media, government, and other stakeholders;
- Ensure coordination among advocacy staff for participation in conferences, partner events, and trainings;
- Together with CP management identifies, reviews, and monitors advocacy opportunities and takes appropriate follow-up actions in the Moldova Republic;
What we are looking for:
- Minimum of a bachelor’s degree in communications, marketing, public relations, or journalism;
- Approximately 3 years of professional experience in communications; management experience will be an advantage;
- Demonstrated knowledge of effective use of social media;
- Intercultural sensitiveness and teamwork skills;
- Experience in the development and implementation of media/communication strategies and plans.
- Experience in conceptualizing and implementing national and local public outreach/communication campaigns.
- Flexibility to changing circumstances and priorities.
- Demonstrates a proactive, collaborative, and flexible approach to work.
- Confidence to advise leadership on communications guidance in challenging situations, and to manage and respond to multiple demands from partners.
- Proactive, results-oriented, and service-oriented.
- Fluency in English and Romanian (listening, reading, writing, and speaking) is required; Russian is an advantage.
Travel: Must be willing and able to travel locally within Chisinau (or assigned rayon(s)).
