Project Background:

The USAID Moldova Institutional and Structural Reforms Activity (MISRA) seeks to support Moldova’s economic recovery, advance the Government of Moldova’s economic Action Plan, strengthen public economic governance institutions, improve the trade and investment enabling environment, and accelerate financial sector reforms and inclusiveness.

Under MISRA’s Component 2, the program is pursuing structural reforms to improve trade and investment enabling environment, in partnership with the Government of Moldova and private sector, to streamline the legal and regulatory framework and practices to improve trade and the business environment to create jobs, attract investments, and facilitate a quick economic recovery and sustainable economic growth. Component 2 activities include initiatives, in cooperation with the Economic Council, to reform the system of inspections and sanctions.

Overview  

Prime Minister of the Republic of Moldova issued on November 7, 2022 a Decree on regulatory reform, which provides for the establishment of a working group and implementation of a number of tasks during 2022-2023.

Among the tasks is the development of regular packages of normative amendments, to be produced about every two months.

At the request of the Economic Council, MISRA will assist the Economic Council regarding the assessment of impacts of regulatory reform packages, specifically relating to the impacts on reforming the system of inspections and sanctions and other activities implemented by MISRA.

Tasks

The Consultant will carry out the following tasks:

Task 1. Carry out assessment of the benefits for businesses expected from reforms in the system of inspections and sanctions and other activities implemented by MISRA, to include but not be limited to the following indicators:

  • Affected businesses by:
    • business sectors;
    • if disproportionate impact by size is significant, explaining most impacted by micro, small, medium, large businesses;
    • number of businesses;
    • number of employees;
    • public budget contributions;
    • turnover and exports;
    • interrelated sectors.
  • Size of impact, limited by the availability of data and assumptions made in consultations with stakeholders, by following type:
    • compliance costs/burden;
    • changes in turnover;
    • changes in competition;
    • changes in employment;
    • changes in public budget revenue;
    • changes in size of corruption;
    • other impacts identified during the assessment of each package.

Task 2. Participate to consultations to collect data for assessment and validation of impacts.

Task 3. Develop, manage and analyze questionnaires to collect data for assessment of impacts, including within the BizRadar platform of the Economic Council.

Task 4. Participate in discussions and promotion of normative amendments, organized with stakeholders and decision makers.

Deliverables

1. Impact assessments from packages developed with the support of MISRA, which might be drafted during 2023, focusing on reforms in the system of inspections and sanctions and other activities implemented by MISRA.

2. Surveys organized and assessed, primarily within BizRadar platform of the Economic Council, as needed, focusing on reforms in the system of inspections and sanctions and other activities implemented by MISRA.

3. Meetings attended to present impact assessment results.

Supervisory Responsibilities and Reporting

The Consultant will report to the Deputy Chief of Party/Component 2 Lead and Senior Structural Reform Expert. The Consultant will submit monthly progress reports with attachment on progress in implementation of tasks. The SOW for the assignment might suffer amendments, based on the needs, in consultation with MISRA and the Consultant.

Skills and Qualifications

  • Minimum of a bachelor’s degree in Finance, Economics or Public Policy
  • Five or more years of professional experience in economics, public policies, or a related field
  • Demonstrated experience in policy analysis
  • Demonstrated ability to interact with government counterparts
  • Experience working with USAID and/or other international donors preferred
