Background:

The United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) awarded Dexis with the "Exploratory Pilot and Learning Options for Regional Efficiency” (EXPLORE) Europe Task Order. As a part of this Task Order, USAID/OTI aims to support Moldova through the Moldova Resilience Initiative (MRI), a 14-month engagement started in April 2022.

SOW Objective:

The Program Development Assistant (PDA) will coordinate and support the Program Development Officer (PDO) throughout the activity cycle including organizing and reviewing files for grant closeout, completing activity file checklists, coordinating with staff and grantees to complete final evaluation reports, conducting site visits to verify activities and provide general administrative support as needed. PDA will report to the PDO with the ultimate supervision of the Chief of Party (COP) or their designee.

This is a full-time consultant position for a period of up to 5 months.

Tasks & Responsibilities:

  • Coordinate with and support the PDO, Grant Manager (GM), and Procurement and Logistics Manager (PLM) throughout the entire activity cycle, from identification to close-out. 
  • Assist development of new grant concepts, draft concept notes, and contribute to the writing of grant activities. 
  • Update the online database to track and report on grant activities at each phase in the activity cycle. 
  • Support the monitoring of activities and collection of information against activity monitoring and evaluation plans. 
  • Support PDO and GM to evaluate grants progress and coordinate with grantees to ensure that monitoring and evaluation data and final evaluation reports (FERs) are drafted and finalized. 
  • Travel as required to program site visits, inspect equipment at grantee sites and report on grant progress. 
  • Label and maintain complete electronic and hard copy files; ensure activity file checklists are populated. 
  • Support the coordination of activities that require logistics (events, workshops, transportation, food, lodging). 
  • Provide administrative support to the PDO, GM, and PLM on procurement and logistics activities.  
  • Document the procurement process and maintain accurate physical and electronic documentation and requisite authorizations in accordance with Dexis and USAID rules and regulations. 
  • Support regular and ad hoc reporting as requested. 
  • Perform any other duties as assigned by the COP or their designee(s). 

Required Experience and Qualifications:

Minimum Requirements: 

  • Bachelor’s degree or equivalent university degree.
  • At least 1-3 years of relevant experience. 
  • Experience with procurement and logistics for a USAID or other donor-funded program.
  • Demonstrated understanding of USAID procurement regulations.
  • Ability to ensure compliance with USAID and Dexis policies, procedures, and regulations.
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.
  • Strong written and oral communication skills. 
  • Demonstrated ability and willingness to work in a diverse team environment.
  • Display creative problem-solving in addressing and resolving emerging project needs. 
  • Proficiency in MS Word, Excel, and other basic computer applications.
  • Experience living and working in Eastern Europe.   
  • Upper-intermediate level of written and spoken English and fluency in Romanian. 

Preferred Requirements: 

  • Experience with USAID programming, especially USAID/OTI programming, preferred 
  • Demonstrated professional proficiency in additional language(s).
