ORGANISATIONAL CONTEXT

Caritas Czech Republic is a non-profit organisation based in Prague that implements humanitarian aid and development cooperation projects in 15 countries around the world (Europe, Asia, Middle East and Africa).

We have been operating in Moldova since 2004. Over the years, we have implemented 34 development cooperation projects in home and social care, small business development, civil society capacity building, agriculture and inclusion. In 2017, we were registered in Moldova through our exclusive partner - AO Pro-Development - and started implementing projects directly through a local team.

We are currently implementing:

- development cooperation projects;

- humanitarian aid projects.

PROJECT INFORMATION

Caritas Czech Republic is implementing the project "Emergency aid for vulnerable refugees from Ukraine in Moldova" funded by the European Union through the Civil Protection and Humanitarian Aid Mechanism (ECHO). The project aims to ensure access to quality healthcare, safe and dignified shelter and coverage of basic needs of vulnerable refugees from Ukraine in Moldova. The intervention will focus on providing assistance to refugees at existing refugee reception centres and in host communities across Moldova. 

Project duration: 28.03.2022-27.03.2023.

SPECIFIC DUTIES AND ACTIVITIES

For the provision of assistance Caritas Czech Republic is hiring an expert/team of experts who will carry out the following activities:

1. A training module for members of the mobile team providing psycho-social services for Ukrainian refugees on one of the following topics:
2. Multi-layered system of PSS services, starting from actions that benefit all refugees, fundamental concepts. Referral mechanism between the layers. Initial evaluation and inclusion in the support program, Guidance in MHPSS service mapping at the national level.

• Protection training, included Temporary Protection Regulation; Definition of protection, introduction of cooperation between case management and protection issues (gender and age sensitive), mainstreaming protection, specific protection for elderly.
• Psychological First Aid & Psychological Strength Training: Understanding PFA, introduction of best practices, how to help responsibly, providing PFA, caring for yourself and your colleagues, solving problems as a team.
• Conflict Management: Type and topics of conflict, affected groups on conflict, roles and limits of staff, how facilitators manage conflict cases encountered during case follow-up on regular basis.Case Management principles and case management steps: To provide a comprehensive approach to case management, fundamental principles and of each step in case management.
• During the workshop, the expert is also expected to provide the participants with relevant reference materials, which may help them in their work.  The expert is expected to meet with CCR team to discuss on the duration and content of training programme to incorporate any feedback and suggestions.

3. Group supervision sessions for partner organisations;
4. Individual supervision sessions upon request;
5. Responsible for regular technical evaluation for MHPSS through direct observation for MHPSS interventions, PSS activities, and case discussions.
6. To provide methodological support as necessary to both the contractor and partners. Namely: Advise on protection activities implemented by CCR and their alignment with MHPSS in emergency best practices and international standards;

The objectives of the activity are to maintain a positive psychological climate within the partner teams as well as to identify the support and training needs of the employees, to provide methodological support when needed.

DURATION OF SERVICES AND DELIVERABLES

The duration of the contract for the provision of the services referred to in these terms of reference is max. 5 months (November 2022-March 2023).

Deliverables to be provided during the implementation period:

• Development of the plan of supervision sessions (coordinated with Caritas Czech Republic) - 1 day ;
• Monthly activity report (coordinated with Caritas Czech Republic);
• Final activity report (coordinated with Caritas Czech Republic);
• At least one training module on the above mentioned topics (3-4 training days per partner organisation);
• At least 2 supervision sessions x 4 participants organised monthly;
• Advice and recommendations provided to the Czech Caritas team on Protection and good practices in psycho-social support in emergency contexts;

QUALIFICATION REQUIREMENTS

• Higher education in psychology or other related fields. Diplomas attesting specialisation in supervision;
• At least 2 years' experience in relevant fields;
• Experience working with people who have suffered some form of trauma;
• Demonstrated skills or abilities to manage a contract, ability to operate within a budget and ensure quality performance;
• Ability to travel in the field;
• Knowledge of Russian language is mandatory.
• Experience working with psychology professionals will be an advantage;
