I. Organizational context

CDA is a public association, a non-governmental, non-political, non-profit association registered at the Ministry of Justice of the Republic of Moldova on 24 February 1997. 

CDA is looking for a qualified person for the vacant position of the child protection specialist for the Implementation Unit within the Ministry of Labor Social Protection and Family. This is a full - time (100%) until 31 December 2022, subject to further extension based on good performance.

II. Responsibilities

1)Submission of proposals to amend the normative framework in the field of social assistance for adults, families and elderly people and disabled refugees from Ukraine;

2) Providing informational support in order to grant the established benefits and social services to refugees from Ukraine, to families hosting refugees from Ukraine and referring to the part related to granting bank cards to refugees from Ukraine;

3) Providing support regarding the improvement of the "UA HELP" Automated Information System;

4) Consulting the authorities of the specialized central public administration and the local public administration and other institutions/authorities regarding the way to ensure the social assistance established in accordance with the legislation of Ukrainian citizens;

5) Cooperation with Territorial Social Assistance Structures and Placement Centers in the context of placing and monitoring records of: adults, families and elderly people and disabled refugees from Ukraine;

III. Qualifications and skills required:

  • university degree, preferably in human sciences or law
  • fluency in Romanian, Russian and English. This will be tested (please indicate in resume the level of knowledge of all three languages)
  • ability to produce high-level written material under tight deadlines
  • strong organizational skills, initiative and follow-through, ability to work quickly and accurately under pressure and team-oriented yet able to work independently
  • excellent communication skill
  • computer skills
