Job Title: Junior Energy Specialist

Reports To: Energy Planning Lead  

FLSA Status:  Exempt

Location:   Chişinău, Moldova

Position summary & job purpose: 

Tetra Tech is recruiting a Junior Energy Sector Specialist to support the implementation of the USAID administered Moldova Energy Security Activity (MESA). The objective of MESA is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

The Junior Energy Sector Specialist will provide technical support to MESA’s Objective 1& 2 in relation to electricity infrastructure, market(s) integration and coordinated energy sector planning with the purpose of improving Moldova’s energy security. He/she will also be tasked with administrative and/project management responsibilities as assigned by MESA management team.

The Junior Energy Specialist must be resident in Moldova and with the ability to legally work. This position is full-time, and hiring is contingent upon USAID approval.

Position responsibilities:

  • Conduct guided research, draft notes, papers, summaries, and other documents relevant to Objective 1 and 2 activities on development and implementation of the legislative and regulatory framework in the energy sectors.
  • Support development of a gap analysis of existing primary, secondary legislation to identify the existing discrepancies potential challenges which might appear during the transposition of EU or Energy Community legal framework;
  • Contribute to tasks on energy planning to increase renewable energy penetration, streamlining development of energy infrastructure with regional significance, technical appraisal, and assessment of alternatives in respect to the development of electricity infrastructure, power system simulation, RES integration, grid connections, etc.
  • Assist in developing appropriate guidelines for data collection by relevant stakeholders and competent authorities.
  • Maintain and regularly update information on specific energy market indices and indicators (e.g. supply/consumption, energy prices, cross border exchanges, reserves and stocks, etc.) based on published information or information shared by local stakeholders and support on-demand quantifiable analysis on enquiries related to the energy sector.
  • Collect and analyze data from Ministries, National Agency for Energy Regulation (ANRE), Energy Efficiency Agency, relevant stakeholders from the energy sector, National Bureau of Statistics Local Public Authorities of 1st and 2nd level and other state institutions.
  • Support Objective 1 and Objective 2 Leads with day-to-day activity implementation and monitor progress of assignments completed by subcontractors according to the timeline and scope, report and coordinate with Objective
  • Leads the implementation of respective activities;
  • Contribute to MESA’s progress reports, work plans, and development of contractual deliverables, technical presentations and other documents.
  • Participate in meetings, workshops and other outreach activities with stakeholders;
  • Draft meeting minutes, maintain the online filing system and other administrative duties as assigned.
  • To carry out other tasks assignment by the MESA Management.

Essential KSA's Required (experience, skills, education, certification, etc.): 

  • Bachelor’s degree in energy economics or energy engineering or in a relevant field. A higher qualification will be considered as an advantage.
  • At least 3 years of professional experience in the energy sector.
  • Knowledge of Moldovan energy and climate sectors.
  • Strong analytical and problem-solving skills.
  • Strong commitment to development of useful, high-quality work products.
  • Computer literacy: adequate skills on MS Windows, MS Office, and internet applications are required.
  • Demonstrate flexibility, dedication in the assigned duties and a highly cooperative spirit.
  • Excellent time management and organizational skills.
  • Fluency in English (reading, writing, speaking) is required.

  • Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
  • Eligibility to legally work in Moldova.

Valued but not required KSA's: 

  • Familiarity with the EU and Energy Community legal framework and energy requirements.
  • Experience working for or collaborating with other international donor funded projects.

Physical demands & work environment: 

  • Office setting, trips throughout the country, occasional international travel to partner countries.
