ADRA Moldova seeks Project Manager



Background

Adventist Development and Relieve Agency (ADRA) is the global humanitarian arm of the Seventh-day Adventist Church – part of the 20 million strong Adventist community, with hundreds of thousands of churches globally and the world’s largest integrated healthcare and education network. ADRA delivers relief and development assistance to individuals in more than 118 countries – regardless of their ethnicity, political affiliation, gender or religious association. By partnering with local communities, organizations, and governments, ADRA is able to deliver culturally relevant programs and build local capacity for sustainable change.

ADRA Moldova has been an active humanitarian and development office since 1999, with the country office located in Chisinau. The agency is an active member in all clusters in Moldova and is also part of the emergency team established by the local ministries through support offices in the country. ADRA Moldova currently employs 26 staff whilst upscaling its capacity for response to the Ukrainian crisis.

GENERAL POSITION SUMMARY:
The main task of the Project Manager is to manage the implementation of ADRA emergency project. The position holder will oversee the on-going and newly starting project, being under the direct supervision of Program Director and ADRA Country Director.

Responsibilities

  • Ensure high quality and timely technical supervision of project implementation. Provide reports to the direct supervisor and partners regarding the project implementation on a regular basis
  • Liaise and share knowledge about the project with ADRA team and partners
  • Manage the relationship with donors in cooperation with the Country Director
  • Identify the necessary changes in the strategy and design of the project for improvement
  • Enforce compliance to ADRA policies, procedures, and guidelines by field project staff
  • Contribute to team development by facilitating internal and external capacity building activities
  • Actively engage in project development and identification of new funding opportunities by supporting the Programs Director
  • Coordinate with all stakeholders and maintain good relationship with partners/ government authorities and community representatives
  • Supervise all project field-based staff; understand their roles and responsibilities
  • Monitor the working environment and conditions and create and maintain positive working environment/conditions and build unity, team-work and mutual respect
  • Responsible for ensuring that project expenditure matches planned expenditure
  • Work with the field team on cash forecasts and requests and ensure compliance and budget control
  • Support budget revisions and projections on the budgets in consultation with the finance team
  • Assist with procurement planning and ensure that material acquisition is in accordance with rules and regulations of ADRA Moldova
  • Supervise and monitor all project expenses and ensure full compliance to ADRA financial policies.

Requirements

  • Graduate degree (preferably Masters) qualifications in a relevant field (Social Sciences, Social/Business in Administration, etc.
  • At least 3 years of demonstrated senior/leadership experience in NGO sector with a proven track record in field operations management
  • Knowledge of project cycle management and able to manage projects with budgets over 100 k
  • Strong written and verbal Romanian, Russian and English communication skills; ability to write clear, structured, articulate, and persuasive proposals and reports
  • Ability to handle multiple assignments, respecting tight deadlines
  • Ability to work in team and autonomously, with a respectful behavior
  • Demonstrated mentoring, coaching, and team leadership skills
  • Ability to travel extensively in rural project sites
  • Strong experience of using MS office (Word, Excel, PowerPoint, Access)
