Background information

Internews in Moldova is recruiting a M&E Specialist for an anticipated EU funded project. The purpose of the planned initiative is to contribute to stability in Moldova by strengthening resilience to disinformation through nurturing independent media and supporting local voices.

Internews in Moldova is managing a variety of programs funded by USAID, the UK, SIDA, the US Embassy and the Kingdom of the Netherlands Ministry of Foreign Affairs. The projects aim to promote the development of an independent, professional media in Moldova that gives citizens access to a variety of perspectives and create a media sector that is more resilient to political and financial pressures. These projects will strengthen the ability of independent media to fulfill its role as a watchdog over the government and serve as space for citizens to engage in public policy dialogue. On the other side targeted media literacy activities in the country will build consumer understanding of and demand for independent, reliable, and high-quality news and information. Moreover, Internews focuses on the legal enabling environment to reinforce existing protections for freedom of speech, facilitate better implementation of laws, and advocate for media sector regulation in accordance with international norms.


The M&E Specialist supports to improve the effectiveness of implemented project providing objective advice to the senior management staff, donors and partners, on progress of the Work Plan implementation against stated objectives. The M&E Officer works in close collaboration with program management team reports directly to the Project Director.


  • Works with regional M&E staff, Internews in Moldova team and local partners to coordinate, oversee and update, when necessary, the reporting and M&E framework and systems for the project.
  • Together with the Project Director, Project Coordinator, and HQ staff in the development, coordinates drafting, and editing of annual project workplans.
  • In coordination with stakeholders, drafts/prepares M&E plans and associated M&E templates.
  • Facilitates inter-sectoral planning and integration of cross-cutting issues into Work Plan progress, and provide advice on enhancing the strategic vision of the annual process and working documents.
  • Responsible for collecting, verifying, and reporting M&E data required in the work plan in compliance with EU, USAID’s, other donors and Internews’ data quality standards.
  • Coordinates the yearly/quarterly Work Plan reviews, provides guidance and quality assurance.
  • In coordination with Project team, collates and provides analysis of data and information, producing substantive analytical and informative reports.
  • Guides the documentation processes for the best practices and lessons learnt based on programme approaches pertinent to implementation.
  • Follows-up and analyzes Internews Reform processes and implications.
  • Coordinates with grantees, and relevant stakeholders to ensure required monitoring tools are employed properly and utilized regularly.
  • Manages systematic collection of data from all sub-grantees in accordance with their grant agreements.
  • Oversees consistent application of M&E standards by the subgrantees through regular monitoring visits.
  • Ensures that all sub-awards developed and apply well-designed M&E plans that utilize realistic and relevant indicators and targets.
  • Provides relevant M&E training and mentoring for Project subgrantees and Project staff (e.g. on baseline/indicator/target/results concepts).
  • Creates, implements and provides training on necessary monitoring and evaluation templates and databases.
  • Develops accurate, realistic and measurable baselines, indicators and targets.
  • Develops M&E mechanisms, as well as relevant field-friendly tools, modes and systems for data collection, and subsequent analysis.
  • Manages procurement of research companies that will design and implement target research to develop M&E indicators.
  • Supports the design and implementation of assessments and other surveys according to approved workplans.
  • Coordinates with sub-grantees to ensure their timely submission of reports that meet Internews’ and donor standards for quality, detail, and clarity.
  • Responsible of coordination, compiling and producing the narrative reports per donor guidelines, with program team assistance. Work closely with Internews’ HQ staff to revise the reports as necessary.
  • Liaises with management staff and other relevant stakeholders to ensure realistic inputs into annual plan and target setting exercises, and on implementation of coordinated monitoring and evaluation systems.
  • Provides ongoing support on new monitoring and evaluation methodologies, providing training to Project staff, and facilitating learning sessions for other stakeholders.
  • Assists the team in project communications materials, success stories, and event announcements as per donor requirements and Internews’ internal standards.
  • Solicits logistics for designated project-related events and meetings run through Internews.
  • Other duties as assigned.


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Relevant university degree, preferably with a focus on monitoring, evaluation and research.
  • A minimum of 3 years’ experience in monitoring and evaluation of internationally funded democracy and governance programs. Experience in monitoring USG or EU-funded programs and media related projects preferred.
  • Professional working proficiency in English and Romanian and proficiency in Russian required.
  • Proficiency in evaluating design and development of M&E indicators. Good working knowledge of statistics and ability to obtain, analyze and interpret data and present findings.
  • Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
  • Competent in qualitative methodologies and participatory assessments.
  • Familiarity with common assessment frameworks such as organizational capacity assessments, and principles of survey design and analysis.
  • Familiarity with digital safety/security assessments, audience indicators is an asset.
  • Competent in MS Excel, word processing, Power Point.
  • Experience working in challenging environments and ability to work discreetly and securely.
  • Ability to work as part of a team in a fast-paced environment while meeting deadlines.
  • Openness to interact with people of different nationalities, religions and cultural backgrounds.
