BACKGROUND INFORMATION
Internews in Moldova is recruiting a Grants Specialist for the anticipated EU funded project. The purpose of the planned initiative is to contribute to stability in Moldova by strengthening resilience to disinformation through nurturing independent media and supporting local voices.
Internews in Moldova is managing a variety of programs funded by USAID, the UK, SIDA, the US Embassy and the Kingdom of the Netherlands Ministry of Foreign Affairs. The projects aim to promote the development of an independent, professional media in Moldova that gives citizens access to a variety of perspectives and create a media sector that is more resilient to political and financial pressures. These projects will strengthen the ability of independent media to fulfill its role as a watchdog over the government and serve as space for citizens to engage in public policy dialogue. On the other side targeted media literacy activities in the country will build consumer understanding of and demand for independent, reliable, and high-quality news and information. Moreover, Internews focuses on the legal enabling environment to reinforce existing protections for freedom of speech, facilitate better implementation of laws, and advocate for media sector regulation in accordance with international norms.
POSITION SUMMARY
The Grants Specialist performs pre- and post-awards administrative duties related to the management of grants. S/he also facilitates communication and assists with administrative duties. The job’s purpose is to support the project management team and contribute to the effective delivery of the project’s goals.
DUTIES AND RESPONSIBILITIES
Grants and Contracts Assistance
- Assists with financial management and grant and contract management.
- Assists in the preparation of announcements, presentations, administrative records, and reports.
- Assists in drafting sub-recipient packs for review by the Grants and Contracts Officer. These will include sub-grant agreements and any modifications, budgets and narratives for accuracy, completeness, and clarity to ensure high quality final submissions.
- Supports team with the procurement process, including RFPs and due diligence process.
- Coordinates closely with various subgrantees throughout the funding cycle including review of submitted proposal and budget, procurement processes, managing reporting, and compliance requirements, review of financial and narrative reports from subgrantees, disbursements, and closing out of funding commitment.
- Analyzes and verifies transactions related to grants and contracts accounts such as
invoices, travel, reimbursements, and requisitions. - Monitors compliance with guidelines from awarding organizations and maintains familiarity with
terms and conditions associated with grants and awards. - Communicates financial information regarding grant accounts to beneficiaries, including remaining balances, anticipated payroll expenses, and incoming funding.
- Assists in compiling grants reports and budget vs actuals reports for budget holders.
- Maintains internal records of grant applications and information, including budget details,
invoices, correspondences, submitted applications, budget justifications, etc. - Maintains internal grant management database with grant submissions and related account
- Assists in the preparation of grant reports to funders in consultation with appropriate program staff. Manages funder reporting deadlines and coordinates internal timelines for current grants and renewal.
- Assists in conducting periodic compliance reviews on sub-recipient organizations as part of sub-recipient monitoring to ensure that they are compliant with the sub-grant terms and conditions, Internews policies as well as the applicable funder rules and regulations.
- Writes moderate to complex documents such as grant applications, case statements, technical reports, data sharing and other agreements, annual reports, presentations, stakeholder correspondence, and/or other materials in a variety of platforms and formats; oversees systems integration and provides data entry support related to programs and grants requirements.
- Conducts other general contractual functions as may be requested.
Project Assistance
- Helps to manage the events (training, in-house meetings) organized in the frame of the project activities.
- Maintains contact lists of key stakeholders, donors, partners, grantees, experts and organization contacts.
- Provides general support for day-to-day office and program activities, including filing, answering phones, etc.
- Assists in scheduling meetings, maintaining project plans, meeting agendas, meeting minutes, and supporting staff attending events.
- Gathers and fills the project information.
- Ensures and assists technical coordination, procurement flow and technical assistance at all project levels.
- Performs other related duties as requested.
SKILLS AND QUALIFICATIONS
- Bachelor's degree in a relevant field, including finance or public administration, or an equivalent combination of certifications and relevant courses
- Minimum of 2 years demonstrated relevant experience in grants and contracts administration or equivalent.
- Strong analytical skills with the ability to analyze and interpret information and draw out the key messages.
- Excellent written and verbal communication skills.
- Demonstrated ability to effectively organize disparate information.
- Experience contributing to implementation of programs.
- Experience drafting and coordinating subgrants and consulting contracts.
- Experience in reporting and communication activities is desired.
- Ability to work in a flexible work environment while maintaining due diligence, oversight, and follow-up procedures.
- Ability to work in team-based environment to achieve common goals.
- Understanding of basic accounting principles.
- Able to review budgets, invoices and financial reports for compliance with contracts and donor requirements.
- Ability to maintain a high level of efficiency, confidentiality and integrity.
- Detail-oriented and very organized.
- Proficiency in Microsoft Office suite programs and internet applications
- Computer literate with practical experience using Microsoft applications.
- Good work ethic, high standards, strong organizational skills and the ability to work independently as well as in a team.
- Strong oral and written communication skills, able to clearly articulate insights to project beneficiaries.
- Strong interpersonal skills to effectively coordinate and tactfully liaise with a wide range of people at all levels and across different cultures.
