Context:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. As response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional staff.

Under the guidance of the Program and Operations Coordinator and direct supervision of the Programme Support Coordinator and in close coordination with other emergency response units of IOM Moldova mission, the Reporting Officer will be responsible for:

 

Core Functions / Responsibilities:

  1. Collect available data and information related to current and planned operations in the framework of the Regional Refugee Response Plan activities in Moldova.
  2. Draft portions of regular Inter-Agency Situation Reports on the implementation of IOM Moldova activities part of the Refugee Response Plan, in close coordination with Heads of Unit, Information Management and Monitoring &Evaluation teams.
  3. Take the lead in the production of national Situation Reports, through follow up according to the established timeframe, as well as recommending the revision of and the provision of feedback on narratives to finalize reports.
  4. Coordinate with Information Management team for any monitoring and information management issues.
  5. Accompany senior management to meetings with relevant stakeholders (UN agencies, NGOs, government) related with the response to the flows of Ukrainian refugees and third-country nationals (TCNs).
  6. Draft documents, reports and presentations to be used by senior management in meetings, briefings and other activities, as well as prepare talking points on IOM emergency response operations, IOM presence and activities in Moldova.
  7. Interact with UNHCR and other partners when necessary and contribute to the preparation of documents or activities related with the Ukraine crisis response.
  8. Take the lead in the drafting of any other report produced by IOM Moldova on the response to the flows from Ukraine.
  9. Contribute, when necessary, to project development and to the drafting of concept notes, and other proposals related with the Ukraine refugee crisis.
  10. Contribute to the development of an electronic archive system to file all the speeches, talking points, presentations and other documents prepared for the mission.
  11. Provide support for ad hoc reporting requirements, as necessary.
  12. Perform such other duties as may be assigned.

 

Required Qualifications and Experience

Education

  • Bachelor’s degree in Business Administration, International Relations and Social or Political Sciences, Law or a related field with 2 years of relevant professional experience; or
  • Master’s degree.

Experience

  • Solid drafting skills and experience in the drafting of strategic documents;
  • Proven experience with strategic planning approaches, collection and systematization of information, and report writing;
  • Previous experience working on social projects, such as strengthening social inclusion and promoting the rights of migrants and refugees;
  • Past experience in working in inter-agency and collaborative environments;
  • Previous exposure to work with UN agencies, Governmental entities, Civil Society Organizations and other stakeholders.

Languages

Fluency in English, Romanian and Russian is required. Knowledge of Ukrainian, is an advantage.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
