The Women’s Empowerment through GBV Services (WEGS) Project, financed by the Japan Social Development Fund through the World Bank and implemented by AO Gender-Centru, in partnership with AVE Copiii and national stakeholders, introduces a pilot model that delivers integrated, survivor-centered services in four target regions of Moldova: Chișinău, Bălți, Cahul, and Ștefan Vodă.
WEGS aims to improve access to integrated, specialized services for gender-based violence (GBV) survivors and support their economic empowerment, while enhancing government and NGO capacity to address GBV in selected Moldovan communities.
The consulting services (“the Services”) include the role of Individual Consultant who will be responsible for delivering training and capacity-building for Multidisciplinary Teams on combating violence against women and domestic violence under the WEGS Project. The Consultant will design and facilitate eight two-day training sessions, with two sessions conducted in each region for groups of up to 25 participants.

The Association “Gender-Centru” invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Mandatory requirements:
- A university degree (Bachelor’s or higher) in social sciences, gender studies, law, public policy, or a related field relevant to GBV prevention and response.
- Minimum of 5 years of work experience in the field of gender equality, with a special focus on implementing initiatives related to preventing and combating GBV.
- Minimum of 3 years of professional experience in facilitation, training, or capacity-building activities in the field of GBV, social protection, or human rights.
- Strong knowledge of Moldova’s GBV response framework, including referral pathways, survivor-centered approaches, and national helplines/services.
- Fluency in Romanian and Russian.
Possession of the following qualifications would be considered advantage:
- Previous experience working with international organizations, donor-funded projects, or multi-stakeholder initiatives on GBV prevention and response.
- Strong facilitation and public communication skills, with the ability to engage diverse audiences, including community members, service providers, and government representatives.
- Demonstrated ability to produce high-quality reports, training materials, or awareness tools that capture lessons learned and promote knowledge sharing.
Duration:
This consultancy will require up to 32 working days over a period of 4 years (November 2025 to May 2029). The Consultant will be required to travel to various regions of Moldova to facilitate the planned sessions. All transportation, logistical arrangements, and participant invitations will be organized and covered by the Association “Gender-Centru.” For preparatory work, the Consultant is expected to use their own computer and ensure reliable internet access.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition.
