Context of the position and key challenges

ACTED started its operations in Eastern Ukraine in 2015 to provide support to vulnerable people affected by the conflict that began in 2014. In 2022, as refugees are fleeing clashes across Ukraine triggered by military operations, ACTED is now extending its activities to deliver critical assistance to displaced persons in the main hosting regions and to support self-help and local organizations groups that have spontaneously formed. As the number of civilian casualties continues to grow and damage to critical infrastructure increases, ACTED is scaling-up its humanitarian assistance to help ensure those in transit, internally displaced or remaining in hotspots receive the basic support they need, including cash assistance, water, food and hot meals, blankets, hygiene supplies and access to mobile heating points. Finally, ACTED is also taking part in the ongoing efforts to provide humanitarian assistance to refugees in the neighbouring countries of Poland, Romania and Moldavia where 3 humanitarian response teams have been deployed.

Key roles and responsibilities

1)    Coordination and Supervision of warehouse activities

a)    Receiving and Dispatch cycles

i)      Receiving cycle donations:

(1)   Supervise and organize the offloading of trucks

(2)   Check order/bill

(3)   Check quantities

(4)   Check for damaged items

(5)   Sorting and classification of goods

(6)   Prepare damage report

ii)     Receiving cycle Acted purchase:

(1)   Coordinate delivery with suppliers

(2)   Supervise and organize the offloading of trucks

(3)   Check order/bill

(4)   Check quantities

(5)   Ensure stock reception form is signed

(6)   Check for damaged items

(7)   Sorting and classification of goods

(8)   Prepare damage report

iii)    Dispatch Cycle:

(1)   Donations:

(2)   Receive orders form RACS and/or Mayors

(3)   Forward order to ministry for verification and approval

(4)   Prepare orders

(5)   Coordinate dispatch

iv)    Dispatch cycle Acted purchase:

(1)   Coordinate preparation of kits

(2)   Coordinate distributions with Moldova for Peace and/or Acted distribution team

(3)   Prepare stock exit form

2)    Inventory management

a)    Ensure inventory is updated with every reception/dispatch cycle

b)    Ensure proper handling and storage of goods

c)     Conduct periodic inventory counts to ensure accuracy of records

d)    Ensure goods management policies (FIFO, LIFO, etc) are followed

e)    Ensure proper sorting and classification of goods

f)      Ensure proper sorting and classification of goods

3)    Warehouse needs assessment

a)    Identifies and prepares OF for warehouse equipment and supplies

b)    Complies with Acted procedures

4)    Monitors the safety of infrastructure, equipment, and inventory

a)    Ensures proper use of warehouse equipment

b)    Ensures warehouse equipment is properly maintained

c)     Ensures proper warehouse signalling

5)    Supervises and coordinates activities with warehouse staff:

a)    Warehouse Assistant Administration (1)

b)    Warehouse Assistant Clerk (2)

6)    Reports to PM on warehouse activities, inventory, and needs

Required qualifications and technical expertise

-       Must read, write, and speak Romanian/Russian and be able to read, write and speak well in English
